Action Against Hunger is an International Non-Governmental Organization that is charitable, impartial, non-political, independent and non-profit making. Action Against Hunger overall objective in these contexts is to fight against hunger and this is achieved through the implementation of nutrition, health, food security and water & sanitation (WASH) projects. Action Against Hunger is seeking motivated, dynamic and experienced candidates for the following positions:

 

WASH Program Manager 

                                

Duration of Contract: Eight (8) Months                                           

LOCATIONS: East Freetown

END OF CONTRACT DATE: 31st December 2018                        

STARTING DATE: I7 May 2018

PROBATION PERIOD: Three (3) Months                                      

SUPERVISED BY: Urban WASH Expert

NUMBER OF POSITIONS: One (1)                              

 Salary : According to Action Against Hunger Salary Grade +Allowances

 

Assignments:

Manage all WASH programming in the East Freetown/Western Area Field Office (definition/formulation, implementation, monitoring and evaluation)

Objectives:

  • Master perfectly the project and related stakes, logical framework and indicators (LFA);
  • Develops technical guidelines for the implementation of the project and have them validated by the Urban WASH Expert/Project Director;
  • Plan and supervise the implementation of the project activities;
  • Design and collect weekly reports from the Deputy program managers respectively working on the two WASH Projects;
  • Contribute to and promote the monthly budget follow-ups and the cash forecasts;
  • Implement donors and Action Against Hunger visibility on the working sites of the project;
  • Ensure that safety measures for both Action Against Hunger teams (including daily hired) and the populations are respected;
  • Ensure the reporting of the project internally (APR or any other report requested by Urban WASH Expert and/or Program Coordinator), to donors or to any partner (DHMT, FCC, GVWC, Consortium…);
  • Implement transparency and accountability measures vis-à-vis the project beneficiaries, by making them participate throughout the project cycle;
  • Support and guide the DPMs  in duly discharging their tasks
  • Coordinate Action Against Hunger actions with other stakeholders working in the intervention area, including local authorities, consortium members and other international agencies. This includes the participation to any relevant coordination meeting;
  • Support capacity building of Action Against Hunger WASH partners in the area of intervention, especially PHUs (Peripheral health units), DHMT (District Health Management Team) or GVWC (Guma Valley Water Company)
  • Ensure proper collaboration with support departments, including the respect of all Administration or logistics procedures and deadlines;
  • Actively take part in the recruitment and the training of the Wash-Software staff, in cooperation with the HR Coordinator
  • Ensure an individual follow-up of all Wash-Software staffs;
  • Ensures the yearly evaluation (performance appraisal) of the Wash-Software staff
  • Ensure the compilation on a soft drive of all essential documents and all relevant pictures related to the project and transmit them to the Urban WASH Expert or RMNCH Program Coordinator;
  • Contributes to the setup of Action Against Hunger WASH database in the mission;
  • Implement, in the framework of the projects, the mission WASH strategy taking into account the key internal and external documents: Action Against Hunger charter, 2015 strategic framework, policies  (WASH and other Action Against Hunger sectors), positioning papers (WASH and transversal), national strategies and other specific legal.
  • framework enforced by the body/department in charge of WASH issues;
  • Contributes to the definition of the mission’s WASH/Health strategy in cooperation with the Urban WASH Expert .

 

Qualification and Experience:

  • BSC Degree/Diploma in Engineering and Sciences
  • Experience in  hygiene promotion and WASH related activities in humanitarian and development context.

 

Required skills:

  • Applied skills on Water, Sanitation and Hygiene projects management
  • Interpersonal skills (team management, communication, reporting, autonomy, training, budget management, planning and organizational skills…)
