Action Against Hunger is an International Non-Governmental Organization that is charitable, impartial, non-political, independent and non-profit making. Action Against Hunger overall objective in these contexts is to fight against hunger and this is achieved through the implementation of nutrition, health, food security and water & sanitation (WASH) projects. Action Against Hunger is seeking motivated, dynamic and experienced candidates for the following positions:

 

Logistics Base Manager

 

DURATION OF CONTRACT: 7 Months                                        

LOCATIONS: Moyamba

STARTING DATE:  26th November 2018                                       

END OF CONTRACT DATE: 30th June 2019

PROBATION PERIOD: 3 Months                                                    

SUPERVISED BY: Field Coordinator

NUMBER OF POSITIONS: One (1)                                           

NUMBER OF CANDIDATES: One (1)

 

Assignments: Implement the logistics policy of the mission to ensure good logistical performance and provide the best possible support to the programs throughout Moyamba district. and its environs

  • Provide logistical support in program movement planning to optimise the available fleets
  • Ensure that both vehicles and motorbikes fleets for the programs are functional and in good conditions
  • Carryout frequent visits to program field sites and provide logistical support and advises to optimize resources
  • Support in program equipment management i.e. pumps, generators etc.
  • Provide logistical data for program planning and budgeting i.e. prices, possible markets for various products
  • Ensure program supplies and materials are delivered on time, in right quantity and quality. Communicating any delays or challenges in meeting the program requests
  • Support in distribution planning i.e. distribution site management, material storage etc. when necessary
  • Putting in place Action Against Hunger logistical procedures and ensure respect by the both internal and external users
  • Carryout training for other Action Against Hunger departments and suppliers in the application of these procedures
  • Contributing to the Project Procurement Plan at the launch of new projects
  • Monitoring the Supply Plan
  • Establishing the Treasury Forecast
  • Receiving and approving the Procurement Requests and updating the Procurement Follow-Up
  • Putting in place and arranging for purchases in a timely manner and in accordance with the Action Against Hunger procedures applying to each purchase (goods, tasks, services, premises)
  • Negotiation and selection of suppliers
  • Controlling deliveries to bases and programs
  • Control stock management (storage conditions, reporting, expiry dates) and stock movements
  • Collecting data on the market and local suppliers
  • Follow up contractual agreements for the office and guest facilities in Moyamba and sub-offices
  • Carryout renovations where necessary for the buildings and in line with the contract
  • Responsible for monitoring the functionality of the internet connection for the base and communicate with ITC logistician in the capital for support.
  • Ensure data backups for the base are updated
  • Evaluate the ITC needs for the base

Equipment management

  • Undertaking or supervising the installation, maintenance and repair of logistical equipment
  • Maintaining an updated  equipment list for the base
  • Ensure that the fleet in the base is appropriate and used in accordance with Action Against Hunger rules
  • Ensure that the fleet maintenance is strictly followed and with appropriate Action Against Hunger tools
  • Maintenance of an effective network, with local input, on contextual and security matters.
  • Collection and analysis of information, communicating to the Field Coordinator or person in charge of security on possible risk on context analysis and possible measures as per information collected.
  • Provide security briefing and training of Action Against Hunger teams in the base
  • Monitoring the application of security procedures, issuing reminders and alerting the person in charge of the base as and when necessary.
  • Active participation in updating security procedures for the base
  • Defining the Human Resources needs for the Moyamba Logistics team and producing the organisational chart of his/her team
  • Taking part in the recruitment of his/her teams
  • Organising and leading team meetings

 

Educational / Professional Background:

  • Masters/BSC in  logistics and Supply Chain Management
  • Professional Background in  supervising fuel usage  and reporting
  • 3-4 years experiences in related field of study

Required Competence & Skills:

  • Experience in supply chain management, warehousing and material handling techniques,
  • Excellent time management,
  • communication and customer handling skills
  • excellent negotiation skills
  • Good organizational skills.
  • Good logistics and operational Planning
  • Able to work under pressure and to meet tight deadlines.
  • Budget management capacities.
  • Good computer skills, including Microsoft office: Word, Excel,  PowerPoint and Outlook
  • Good capacity to work in a team..
