OUR ORGANISATION

Campaign for Good Governance (CGG) is a registered national non-government organization (NGO) advocating for good governance in Sierra Leone. CGG exists to increase citizen participation in governance through advocacy, capacity building and civic education in order to build a more informed civil populace and a democratic State. It was established in 1996 when leaders of the pro-democracy movement in Sierra Leone came together to agitate against a military interregnum, who took power in 1992 but showed no sign of returning the country to democratic values and good governance. Since 1996, CGG has it’s headquarter in Freetown, the capital city and branches across other districts of Sierra Leone namely Bo, Bonthe, Kenema, Bombali, Port Loko, Koinadugu and Western Rural.

 

POSITION SUMMARY: The Project Officer’s inputs will have a direct impact on the implementation of the projects and the achievement of results. Specifically, effective implementation of component activities and effective coordination of activities with project other components and the project team is the expected result.

Project Development

  • Support the development of project implementation plans and manage data, reports and related information to facilitate project administration and contract compliance. 

Liaison

  • Support effective program functioning through promotion of collaborative practices, and performance monitoring.
  • Establish and maintain positive relationships with project/program reference groups to achieve the objectives of the projects/programs as they emerge.
  • Utilise highly developed communication skills to ensure a professional, positive, flexible and diplomatic approach to problem solving.

Project / Program Implementation

  • Implement and maintain efficient project support/program administration to assist in meeting agreed on project/program objectives, service delivery standards and timelines and stakeholder expectations.
  • Work independently or collaboratively as required by a reference group to ensure that project/program milestones are achieved within set timeframes.
  • To ensure that project results are made available to the relevant people, providing feedback to project managers, project teams and other staff as necessary.
  • To monitor the progress of a project against agreed and documented time and budget targets while ensuring appropriate quality standards are maintained
  • Work closely with project managers to ensure timely technical reporting and deliverables, including from partners and to funders in compliance with CGG policies and donor guidelines,
  • Undertake monitoring of project activities, do follow-­‐up and provide feed-­‐back to the project officer to enable requisite adjustments in strategy to deliver results.
  • Participate in regular internal meetings and training/workshop events.
  • Facilitate the cooperation and liaising between beneficiaries and the project to ensure timely and qualitative implementation of project activities;
  • Participate in the design of participatory beneficiary selection criteria for all the components of the project.
  • Mobilize communities, activists, women, youth and other key     stakeholders  important to the attainment of the aims of the project
  • Support the project manager in daily activities of the project, with a focus on implementing Outputs of the project.
  • Ensure that the information regarding the program activities and beneficiaries is regularly captured, stored and analyzed

Communication

  • Ensure the timely and efficient flow of information in support of CGG members and working groups.
  • Attendance at, and participation in, staff meetings and contribution to a professional and harmonious workplace.
  • Follow the internal and external communications plan and support its implementation, according to the donor communication and visibility plan;  

Contractual Obligations

Positively contribute to CGG meeting its contractual obligations by:

  • Monitoring targets set out by CGG and donor organizations
  • Collate data for internal and contract reporting and evaluation
  • Ensure program delivery complies with appropriate policies and legislation.
  • Ensures that donor  rules and regulations are implemented in all project activities; 

CGG Organizational  Policies, Procedures and  Systems

  • Adhere to, and comply with CGG organizational policies, processes and procedures, using appropriate systems where required.
  • Proactively identify, communicate, and report CGG related risks and program hazards

General Functions

  • Assist and support all members of CGG Team, including the Executive Director, on an as-needed basis.
  • Maintain CGG Bo Field office to standard, keep tract of rental payment and report to Admin on rental due date.
  • Maintain facilities within field office
  • Maintain and update office inventory list and share information with HO Admin for records.

Person Specifications:

Minimum Education/Qualifications & Experience

A first degree in the Social Sciences or Development Studies

 

Skill, Abilities & Competencies

Ability to work under stress and emergencies

Be prepared to work unsupervised and develop strong inter personal relationships with Local Authorities, Community Based organizations, communities and members of staff of CGG and the other consortium partners

 

Knowledge of Participatory Approaches to development

  • Ability to work long hours and under pressure
  • Strong team-working skills
  • Ability to mobilize communities to initiate, develop and implement integrated development programmes responsive to their context.
  • Ability to identify grant/donor funding source
  • Demonstrated ability to manage community base projects
  • Ability to write good reports and maintain good relations with donor community
  • Willingness to adopt CGG  values
  • Strong interpersonal and influencing skills
  • Proven ability to represent the organisation in dealings with external clients
  • Excellent communication skills (written and spoken)
  • Experience working in the NGO world and on policy/advocacy/campaign is an added advantage
  • Applicable knowledge in child protection and gender policies.
