BACKGROUND

Oxfam is an international confederation of organizations networked together in more than 90 countries, as part of a global movement for change, to build a future free from the injustice of poverty. Oxfam Sierra Leone have a vision that states that a just, inclusive and resilient Sierra Leone without poverty, in which citizens, particularly women and youth demand and acquire equal access to their rights and live a life of dignity. Currently, Oxfam in Sierra Leone programmes focus on Women Economic Empowerment, good governance, gender equality, education, Water, Sanitation and Hygiene (WASH). Oxfam is operating in four of the fourteen districts (Koinadugu, Kono, Western Area Rural and Western Area Urban).

 

A consultant is needed to support the Country Program to develop a well aligned Gender and Human Rights strategy that will guide the process of gender and human rights in the implementation of the new Oxfam Country Strategy (OCS) for the next four years.

 

SCOPE

Oxfam is seeking a Consultant to develop a Gender Justice and Human Rights strategy and time bound Action Plan for implementation.  

 

DELIVERABLES

  • The consultant will work closely with thematic Leads and Head of Program, Area Program Managers and teams, Partners, Head of Operations. The consultant will also consult widely with Oxfam Sierra Leone and partners.

  • An inception report outlining a detailed methodology and tools (questionnaires etc.) for carrying out the task and a suggested outline for the Strategy and Action Plan), and a work plan with clear timelines and milestones to ensure that the assignment will be completed on time;

  • A first draft of the Strategy and time-bound Action Plan (costed) and presentation during a validation workshop with senior management, programme and operations teams and Oxfam implementing partners.

  • The final version of the Strategy and Action Plan, incorporating comments on the first draft

 

QUALIFICATIONS  

  • Experience in similar areas of organization/individual applying with reference of previous contracting agencies

  • Seven years of experience in programme management of gender justice, human rights based programing, gender mainstreaming or women empowerment policies/projects/programme.

  • Proven experience and skills in research and report writing

  • Experience with Oxfam and any other INGO, particularly those related to gender Justice and Human Rights Based programing, in development and humanitarian programme and operations.

  • Excellent verbal and written skills in English

  • Strong communication skills

 

Practical Arrangements

  • The Country Office will provide office space where the consultant will work, transportation for Field work in the provinces and background documentation.  

  • The duration of the assignment will be 21 working days.
