Handicap International Federation “HI” (Operating under the name Humanity & Inclusion)is an International NGO which has been working closely with the government of Sierra Leone, international and national partners in the country since 1996 supporting vulnerable groups and people with disability.  Program areas include capacity building in rehabilitation, advocacy and rights, mother and child health, economic empowerment and inclusive education. HI is currently implementing four different projects for the promotion of inclusive education and mental health in six districts of Sierra Leone.


Handicap International is seeking for a qualified Sierra Leonean citizen to fill the above mentioned position.


Reporting to the Operational Coordinator Mano River, the Project Manager contributes to the implementation of the mandate and the 10-year strategy of Handicap International Federation (operating under the name Humanity & Inclusion) in Sierra Leone. He/she ensures optimal quality and impact of the projects implemented in the country, directly or through project staff, with appropriate control mechanisms.


The Accessibility and Inclusion Manager will be in charged to supervise the implementation of different projects whose main objective is to strengthen the capacities of partners to be more inclusive.


HI aims to strengthen the project’s stakeholders in their understanding and implementation of Inclusive activities. In order to meet this objective, HI has developed a Technical Unit to support international and local organization. At least 2 new projects will start on this scope.





1.1 Line-manages the project’s team members

  1. Sets individual objectives, evaluates individual performance of his/her team (i.e. Four (04) Inclusive officers as per the time of this recruitment)

  2. contributes towards the professional & career development of his/her team members, monitors competences


  1. Organizes and leads regular team meetings


  1. Manages the recruitment and selection of new team members


  1. Ensures strict application and respect of the program’s Internal Regulations by the project team.



  1. Provides the technical expertise for his/her project

  1. Ensures that the activities implemented comply with international technical norms and standards

  2. Runs technical training for his/her staff and partners

  3. Is in charge of the activities implemented in Freetown

  4. Contribute of the technical quality and in charge of the relevance of project activities implemented within the scope of accessibility and inclusion (in collaboration with the Technical Unit)

  5. Ensures technical learning from projects by drawing on lessons learned and good practices

  6. Makes sure global and field technical specialists get the information they require and collaborates with Technical Unit.

  7. Adjusts his/her activities to audit recommendations, if applicable


  1. Helps to coordinate technical professional development and facilitate a community of practice, in collaboration with Technical Unit


  1. Manages relationships with technical authorities and partners


Implementation and Monitoring


3.1Ensures project implementation, in collaboration with the relevant services and in line with general standards and procedures

  1. Ensures the planning of activities and establishes action plans

  2. Ensures that activities are implemented in line with the project proposal and the allocated budget

  3. Ensures that activities are implemented according to internal quality and technical standards and, if necessary, proposes adjustment or improvements to help meet objectives

  4. Prepares and monitors partnership agreements with implementing partners and other potential partners

  5. Contributes to the effective implementation and follow up of institutional policies (PSEAH, mandatory cross cutting approaches, etc.) on his/her project in collaboration with the Compliance and Partnership Manager

  6. Coordinates and collaborates with relevant internal services, especially logistics, RH, finance and technical resources


3.2 Ensures project data management

  1. Ensures that the appropriate data collection and management tools are in place on the project, in line with global standards

  2. Ensures that data related to the project is collected and compiled in the project database

  3. Carries out regular verifications and makes any necessary corrections in the activity database


  3.3 Ensures project reporting

  1. Monitors the achievement of results and indicators, as per the logical framework

  2. Is in charge of producing the appropriate reporting tools: monthly situation report, PM Box

  3. Reports regularly to the line manager

  4. Writes donor’s reports  

  5. Guarantees the proper archiving of information


  1. Prepares and steers project evaluation and lessons learn

  1. Plans and monitors project evaluations

  2. Plan the exit strategy

  3. Produces project capitalisation and learning from experience material


Influence & Communication

  1. Contributes to HI’s external influence by participating in network relative to disability topics in link with the Inclusive Technical Coordinator

  2. Communicates on the project to partners, authorities and stakeholders when relevant


Strategy & Business Development

  1. Contributes to country operational strategy (STRATOP)

  2. Contributes to draft new project proposals for the continuity or expansion of the project

  3. Contributes to the drafting of new proposals for new opportunities

Education and Knowledge

Know-How (Practices)

Interpersonal Skills (Attitude)

At least 3 years proven experience in accessibility and inclusion project (as officer or manager)

A University Degree in relevant field, preferably a Qualified education professional / Masters in (e.g. education, development, and social care).

Experience with HI or with any organization specialist in disability issues is mandatory.

Professional English

Specific knowledge on:

  • The different schools of thought and explanatory models of disability

  • The strategies for fighting exclusion and discrimination

  • The process of provision of assistive devices.

  • The techniques of training and coaching.

  • Planning, implementing and evaluating activities on his/her project (team and individual)

  • Conducting training.

  • Following operational partnerships for implementation

  • Ability to use PC/Laptop & Microsoft Office Word, Excel & Power point applications

  • Producing institutional communication written in English

  • Producing clear, concise and responsible communication in English

  • Negotiating and managing problems and conflicts

  • Anticipating and adapting to the needs of the partners

  • Conducting on-going evaluations of activities and outcomes

  • Working as part of a team/network, cooperating

  • Respect for the opinion and enhancement of the skills of others including partners

  • Giving and receiving constructive feedback

Expected Start Date: 24th June 2019

Salary: As per HI salary scale

Probation Period: 3 months

Duration of Contract: Initial one (1) year
