Role definition

Role purpose

To manage programmatic and operational elements in the implementation of a major governance programming contract aimed at supporting more inclusive and accountable governance in Sierra Leone. This role will include managing and supporting a team with technical input and ensuring effective management and delivery of the programme and appropriate support for partners.   Key deliverables include ensuring quality programming, and ensuring demonstrable results and a clear rationale behind the programme strategy and specific programme interventions. The post-holder will provide representation for programme and country/regional issues where appropriate as agreed with the Team Leader.

The Head of Programme reports to the Team Leader.

Key outcomes 

  • Effective operational and programme management contributing to quality programme delivery with impact in line with agreed outcomes of the programme log frame and theory of change

  • Programme has a clearly articulated ‘results story’ aggregating results and a clear narrative around what the programme is achieving, 

  • Programme management conducted within the framework of the contract between Christian Aid and the donor.   

  • Effective compliance which is fully documented and auditable and effective financial management of allocated budget.

  • Strong evidence of GESI (Gender Equality and Social Inclusion) results.

  • Staff recruited, inducted and managed to perform to a high standard and meeting their objectives.

In order to respond to ever changing demands within the environment, Christian Aid operates within an agile framework (both in workforce and operational) that requires from all employees, a high level of responsiveness and adaptiveness to processes and structures making flexibility and a project based working approach the norm. To sustain this system, managers may/will agree further details of specific tasks and duties as part of the performance agreement. Any reasonable duty may be assigned that is consistent with the nature of the job and its level of responsibility, and employees may be required to change the focus of their role from time to time.

Role context 

The role sits within the SABI (Strengthening Accountability, Building Inclusion) Programme, which is part of the governance work of the Christian Aid Sierra Leone country programme. It is positioned within the Africa Division, and the global International Department. The goal of the SABI programme is to strengthen citizens’ voice and to enhance accountable relationships between citizens and state to contribute towards improved service provision. Our vision is to see an active and engaged citizenry capable of articulating citizens’ demands, which has strong and durable links to state structures. SABI is funded by the UK Department for International Development (DFID). The programme runs until 30 June 2020 and is partnering with state and non-state actors across Sierra Leone, raising awareness of state services, gathering evidence of citizens’ feedback on service provision, providing grants and capacity building support, and sharing lessons learnt and replicable models.

Role requirements

Relationships 

External Maintains and builds relationships with the donor, local and international partners and senior officials in relevant external agencies, particularly within the Government of Sierra Leone and DFID sister programmes.    

Internal .Close liaison with various Christian Aid teams including the Sierra Leone country office, Finance Division, Internal Audit, Communications Division, Programme Innovation and Funding Division and the Research, Evidence and Learning Unit

Decision making The post holder is required to support the Team Leader in coordination of all programme-related interventions and in the management of the team, and to lead programme management. Decisions will relate to specific programme interventions and to ensuring the team is working towards the contract’s outcomes. Responsibility for key parts of multi-million pound overall budget and assisting Team Leader with evaluating impact. Coordination and representation of a complex programme to a wide variety of stakeholders in the country.

Budgetary/savings responsibility  The post holder is required to make decisions relating to the leadership of the team and dedicated programme, decisions will range from recruitment, and day to day line management of senior staff to ensuring the team is working towards the contract’s strategic focus and impact AND operating in accordance with CA values and recruitment policies. Responsibility for overseeing overall budget including agreed management fee and operational budget, monitoring expenditure and evaluating impact. Responsible –with support of ADM Service Contracts - for agreeing and overseeing contracts with resource organisations.

Analytical skills

Ability to use judgment to make operational decisions and identify the most effective and efficient solutions to problems. Interpreting large amounts of data for planning and M&E. Reporting trends and outcomes. Multi-tasking and proactive efficient planning multiple strands of work. Understanding of and interpretation of budgets.

Applied skills/knowledge and expertise

Essential

Significant experience in a field-based management position for a complex, multi-sectoral, international development donor programme. Experience working in a dynamic and complex political context, with expertise on governance for service delivery, elections, accountability and devolution. Good understanding of the political economy, power, gender and social inclusion norms within Sierra Leone. Proven track record in developing and maintaining relationships with a variety of stakeholders, including local and international partners and government agencies, and with ability to manage political sensitivities effectively and constructively. Proven line management experience. Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations. Extensive experience in monitoring and evaluation and knowledge management. Fluent English, spoken and written

Desirable

Proven experience in designing, implementing and monitoring capacity strengthening approaches for government and civil society partners. Understanding of accountability and safeguarding. Experience in managing project closeouts. Track record of mentoring and strengthening technical skills of staff. Adaptability. Understanding of KOBO and or Power BI software.
