General Description of GOAL’s Work in Sierra Leone 

GOAL has been present in Sierra Leone since 1999, with an overall aim to contribute to poverty and  vulnerability reduction through the implementation of integrated, multi-sectoral interventions,  with a primary focus on improving Reproductive, Maternal, Neonatal, Child and Adolescent health  (RMNCAH) specifically addressing teenage pregnancy. GOAL is also improving rural water supply,  urban WASH focusing on faecal sludge management and promoting social inclusion, empowerment,  and the promotion of decent work through systems-based programme approaches and community  led social and behavioural change. GOAL currently operates in Western Area Urban (Freetown),  Kambia, Bombali, Moyamba and Kenema Districts, with funding from Irish Aid, Charity: Water,  FCDO and Community Foundation of Ireland (CFI). 

On this note, GOAL Sierra Leone would like to invite well experienced and professional applicants for  the undermentioned position: 

JOB TITLE:  MEAL Manager

CONTRACT DURATION:  10 months with possible of extension

REPORTS TO:  Senior MEAL Manager, MEAL Coordinator and Project Coordinators

 

General Description of the Programme  

GOAL Sierra Leone received fund from Charity Water to continue with the implementation of a systems  approach and market-driven interventions to increase access to drinking water, improved sanitation, and  Faecal Sludge Management (FSM) services in GOAL’s operational districts. With Charity: Water funding, the  rural WASH programme in Kenema and Moyamba district, with a focus on sustainability, will continue with  the construction and rehabilitation of water points and sanitation facilities in communities, healthcare  centres and schools. Additionally, operation and maintenance (O&M) and Village Saving and Lending  Association (VSLA) models will be used with the view to sustain the gains made. To complement these  activities, the country program will continue to use a Social Behaviour Change (SBC) approach to promote  sustainable change in the communities while carrying out hygiene promotion, community-led total  sanitation (CLTS), health-message campaigns and Community-Led Action (CLA) for WASH. 

Overview of the role  

The GOAL MEAL Manager for the programme will be based in Kenema but providing MEAL supports to  Kenema and Moyamba Districts. S/he will hold the overall responsibility of Monitoring, Evaluation,  accountability and learning of both the Charity Water and Irish Aid programmes. Working in close  collaboration with the Program managers, the DHMT, Water Directoatrate and other key stakeholders in the  districts. 

 

The MEAL Manager will work under the oversight of the Senior MEAL Manager and MEAL coordinator, s/he  will technically support the program managers and field staff in cross-learning among different field project  sites / programs within the Kenema and Moyamba districts. This position is expected to be extended but  contingent on funding and performance.  

Specific Duties and Responsibilities: 

 Ensures that relevant data are collected with due care, entered into the GOAL MEAL system and analysed  thoroughly in an organized and audience-friendly manner to be utilized for the project planning, reporting,  and learning.  

 Facilitates and provides inputs to project’s internal/external meetings and provides audience friendly  collections of evidence derived from the project.  

 Organizes and conducts on-site follow-up visits and training meetings, with trained beneficiaries, for  improving the MEAL activities.  

 Stays abreast of the developments and trends and key topics of MEAL, WASH and Health related topics;  identifies trends and key topics to share with relevant staff members, Water Directorate and DHMT.

   Produces and submits relevant monthly/quarterly and donor report contents to the GOAL Rural WASH Unit 

 Develop, implement, and assess monitoring frameworks for GOAL’s Charity Water and ICSP grants.

   Develop the overall framework for project M&E systems in collaboration with Senior MEAL Manager and  MEAL Coordinator and senior project staff, including requirements, reporting, baseline, and evaluation  surveys; develop and monitor project management plan to systematically document performance. 

 Ensure the alignment of M&E activities with both project goals, theory of change and log frame. 

 Periodically complete and or update the relevant section of the log frame as per the grants requirement.

   Maintain existing indicator tracking tools; develop additional databases and tracking tools as needed to  demonstrate the effectiveness of project interventions.  

 Analyse data for accuracy, flag validation or quality issues, and contribute to system fixes.

   Aggregate and analyse data from across GOAL’s information platform to contribute to management decision making and reporting.  

 Generate quarterly indicator reports for tracking progress against key indicators as needed.

   Conduct field visits for data validation and to monitor the quality and completeness of data sets; coordinate  data collection at project sites to monitor program development and ensure timely compilation and  reporting of data; capture and document lessons learned; and champion the scaling up best practices. 

Support the development, design, and writing of concept notes for related programming information  management and reporting.  

 Create and integrate graphics in reports and information products to help visualize data in a meaningful way.

   Edit content and presentation of all reporting and deliverables before submission to ensure superior quality  and professionalism.  

 Contribute to developing and reporting of project reviews, assessments, surveys, and other analytic or  evaluation processes.  

Cultivate and strengthen relationships with local partner organization, donors, private sectors partners, and  national authorities.  

 Other duties as assigned.  

 

 

Learning:  

Support in the compilation and analysis of programme data at the field level and contribute into subsequent  reporting through monthly MEAL reports, flagging updates, successes and issues from the MEAL tracking  tools.

 

Work with relevant staff members to identify programme learning outcomes and learning briefs covering  the Charity Water and ICSP projects in the South/Eastern Province.  

 Organize quarterly learning sessions for the project staff and develop strategies on how to use the lessons  learnt.  

 

 

Build capacity of the project staff:  

Organize sessions for the project staff on how to use CommCare and any new adopted App. 

Support the project staff on how to use findings from the analyse datasets.  

 

Requirements (Person Specification)  

 University degree / diploma in social science, humanities or other related degree; Computer Science/IT/or any sector or sub-sector related field; M&E Course Experience: 

Proven success in designing, implementing, and operating M&E systems from project initiation to close out. 

 Knowledge of the major evaluation methodologies (Qualitative, quantitative, mixed method, and impact)  and data collection and analysis methodologies.  

 Experience in planning and managing surveys, developing, and refining data collection tools, and with data  quality assessments and oversight.  

Possesses a strong learning mindset to proactively gain and share new knowledge/skill/experience to  constantly improve him/herself and provide positive impression to others for constant learning. 

 Holds a sustainable mindset to advocate project activities constantly without external actors.

  Has at least 2 years of relevant MEAL experience with statistically significant research method, including  quantitative (good sampling method) and qualitative data collection, preferably in the WASH and Health  sector.  

Has a good un understanding of WASH and Health thematic subjects and demonstrated experience in  working with the MOWR, MOH and Water Directorate and DHMT.  

 Is an excellent team player and is comfortable working with people of diverse backgrounds. 

 Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet  deadlines.  

 Ability to synthesize complex information and communicate it effectively to diverse a audiences; ability to  design and implement efficient work flows and procedures.  

 Ability to manage critical relationships with diplomacy and tact and engage a wide range stakeholder  including, institutional partners, government structures and peer organizations.  

Fluency in English; excellent written and oral communication skills, including facilitation and cross-cultural  communication.  

Strong attention to detail, organizational. and time management skills  

Willingness and ability to travel independently domestically up to 40%  

Computer proficiency in Windows environment (Microsoft Word, Excel, Access, PowerPoint). 

Experience in working with or coordinating with government structures. 

 

Desirable  

Experience on CommCare/ Power BI, mWater, ODK dealing with DHIS2.  

 Experience in working on WASH and Health projects.
