CARE Sierra Leone is seeking an experienced Grants Manager to lead on a CSO grants fund, managing disbursement, support to and due diligence of local CSOs within a girls empowerment programme.

Scope of the Programme

CARE has been delivering GBV programming in Sierra Leone since 2008. This role is contingent on award of a contract as part of a programme which seeks to reduce the prevalence of Sexual and Gender Based Violence (SGBV) in Sierra Leone and enhance the evidence base of what works to reduce prevalence of SGBV and Female Genital Mutilation/Cutting (FGM/C).


Scope of the Grants Manager role


Overview: The Grants Manager will be responsible for management and oversight of a CSO grants fund, including all required capacity building and due diligence processes. Their primary responsibilities will include day to day management of grants including partners’ assessment, drafting grant agreements and amendments, and reporting from partners. They will also be responsible for ensuring partners adhere to CARE internal procedures with regards to spending as well as donor regulations. The postholder will also provide training to support teams of partners for finance, procurement, and HR related process. The Grants Manager will ensure finalization of sub-grants as and when they occur. 

Job Responsibility #.1 - Partners’ Assessment & Capacity Building

  • Lead the process of initial assessment of potential partners for Support functions including finance, HR, Admin, Government Compliance, Procurement and Logistics.  
  • Prepare risk reports for SMT for each potential partner to facilitate the decision of partners’ selection, including safeguarding and Do No Harm approaches.  
  • Organise regular trainings for Partners’ support staff including Finance, Procurement and HR
  • Travel regularly to Partners’ office to ensure smooth coordination between Partners


Job Responsibility #.2 - Sub-Grant Agreements and Modifications

  • Ensure the establishment and management of a transparent, effective and efficient grants programme, including the management of grant agreements with local communities and partners.
    • Establish detailed systems and procedures for management of a subgrant program, including preparation of grant agreement templates and other compliance-related documents related to the solicitation, review and approval of grant requests as well as the monitoring and close-out of grant awards.
    • Lead the process of drafting sub-grant agreements and modifications, approvals, signatures, and adherence to documentation based on CARE and Donor regulations. 


Job Responsibility #3 - 1 Sub-Grants Tracking and Funds Management

  • Manage transfer of funds to partners according to sub-grant agreement. 
  • Coordinate closely with Partners for expenditure tracking and budget monitoring.  
  • Maintain sub-grant files with all updated and related documents.  
  • Keep track of financial reporting cycle of Partners and ensure all financial reports are submitted on time.  
  • Ensure all Partners’ expenses are booked on a monthly.  
  • Provide support to CARE Finance team in relation with sub-grants management. 
  • Identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments.


Job Responsibility #.4 - Compliance & Due Diligence

  • Monitor and facilitate compliance of partner’s implementation with donor requirements and raise issues affecting external/internal compliance to HoFA.  
  • Provide guidance documents and act as a resource for partners
  • Act as focal point for all anti-terrorism compliance checks of partners and ensure accurate tracking of all such requests. 


Skills and Experience


  • Masters or Equivalent Degree, ideally CPA, CA, ACCA.
  • At least 5 years of international work experience with relief and development organisations.
  • Experience of fund management in commercial contracts
  • Experience is conducting system and internal control reviews. 
  • Prior experience and familiarity with Donor regulations relating to sub-granting, especially DFID and USAID.
  • Experience in training and capacity building.
  • Experience in preparation and review of agreements and contracts, and their administration.
  • Experience to manage budgets, review financial reports and working experience with local partners
  • Fluency in the English language, both written and verbal. 
  • High level of computer skills, including spread sheets and database management



  • Experience with an international audit firm, especially in internal audits.
  • Able to work well both within a team and independently, in a challenging and fast-moving multicultural environment.
  • Excellent interpersonal skills and demonstrated ability to establish effective team and external relations.
