PSI and its local affiliates manage malaria control programs in 32 countries and are world leaders in malaria control implementation—delivering 25 million treated mosquito nets and almost 16 million quality-assured ACTs for confirmed malaria cases in 2016.  PSI also supports national Ministries of Health to scale up malaria diagnosis in the public and private sector and to improve tracking of malaria patients through surveillance and health information systems using DHIS2 software. 


In 2018, PSI began implementing the global US President’s Malaria Initiative Impact Malaria project, with the goal of working with national governments to scale up best practices and innovations in malaria case management, control of malaria in pregnancy, and the introduction of other malaria drug-based approaches. In Sierra Leone, PSI is seeking qualified, dynamic and innovation-driven candidates for multiple positions with the Impact Malaria (IM) project. Job Title: Malaria Technical Advisor(Malaria in Pregnancy- MIP),
Based in Freetown, Sierra Leone

Reports to: Chief of Party



Malaria in Pregnancy (MIP) Advisor will provide technical oversight and program management for implementation of the scope of work outlined in the work plan and annual Task Order for PSI under the Impact Malaria project.  This includes working in close collaboration with the Technical team, contributing to continuity across program implementation areas and service delivery with emphasis on prevention of malaria in pregnancy services, supervision and quality improvement systems, training and orientation systems.  The Advisor will also work closely with the PSI international technical and program staff to ensure comprehensive technical and programmatic support to the Impact Malaria project and the Sierra Leone National Malaria Control Program (NMCP). S/he will also be responsible for the development, implementation and monitoring of targeted aspects of the project’s annual work plans. 



Provide overall technical guidance and leadership for implementation of MIP activities at national, facility and community level 

Follow international guidance and evidence on best practices in MIP and support integration of those aspects into the Impact Malaria project in Sierra Leone

Work with national reproductive health program and county reproductive health departments to review and disseminate policies, tools and strategies to improve access to and delivery of malaria in pregnancy services

Ensure successful collaboration on malaria in pregnancy policies, guidelines and program implementation between NMCP, reproductive health and other relevant national programs

Provide leadership for Quality Assurance and Quality Improvement strategies in MIP including community-based activities  

Contribute to the preparation and implementation of project’s work plans, budgets and technical quarterly and annual reports to the project and its funding agencies on malaria in pregnancy programming and activities

Represent Impact Malaria in county and sub county technical working group committees in relation to malaria in pregnancy  

Contribute to the capacity building of Impact Malaria staff, health workers and supervisors at health facility and community health volunteers at community levels on malaria in pregnancy and quality improvement

Participate in trainings, mentorship, meetings and workshops for malaria interventions  

Strengthen supportive supervision by being part the routine supervision team at the subnational levels 

Compile and analyze data for performance monitoring and evaluation of the project and utilize data to take corrective actions  

Develops and maintain excellent relationships with colleagues in all the program objectives, donors, local organizations and partners in the country 

Represent Impact Malaria for the Malaria in Pregnancy component in relevant stakeholder meetings

Required Qualifications:

Diploma or Advanced degree in public health, medicine or nursing

7+ years' field experience and in-depth malaria and/or maternal health technical knowledge. Midwifery experience a plus.

2 years' senior level experience designing, implementing or managing large, complex malaria and RMNCH programming (e.g., maternal health, neonatal health, family planning, quality improvement, research, etc.) 

Familiarity with Sierra Leone’s health system, key stakeholders and relevant government policies/strategies

Understanding of public health and development approaches particularly in Sierra Leone context

Experience working with MOH systems and personnel 

Experience working with donor funding agencies including USG and/or private sector foundations

Clinical and community-based training skills

Experience implementing quality assurance or quality improvement approaches preferred

Ability to manage projects, set priorities, and plan for the successful implementation of programs

Ability to work well with others and a team player  

Excellent analytical, communication, presentation and report writing skills

Strong change management, results oriented and decision-making skills 

Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform  

Ability and willingness to learn the technical side of program implementation

Ability to travel independently in new environments on short notice

Computer literate with skills in MS Office Suite

Sensitive to socio-cultural differences in the region
