The GATE-GEC project is a 4 year education project which started in April 2017 and ends in July 2021.  The project supports marginalized girls and children with disabilities to overcome barriers to gaining a quality education with the aim to increase literacy and numeracy outcomes. The project acts as a second phase to the GEC 1 with a focus on learning, transition and sustainability. Plan International strives for a just world that advances children's rights and equality for girls. The project works across 5 districts in some of the most remote areas of Sierra Leone. 

 

We are currently seeking to recruit:

Summary of the position: 

The Student Teachers component of GATE-GEC project is promoting girls’ education by supporting young women to train and qualify as primary school teachers in rural areas of Moyamba, Port Loko, Karene, Kenema, Kailahun and Kono Districts. The Student Teachers are young women who aspire to become primary school teachers and role models for girls in their communities

 

The Project Finance Officer will provide timely and accurate financial information relating to the Student Teachers component of the GATE-GEC Project ensuring that all the grant-related transactions are captured and reported to donors. Ensure financial accountability for the STs Component of GATE GEC grant according to Plan and donor requirements. Act as finance focal person for finance-related GATE GEC grant issues (budgeting, cash flow management, reporting, auditing). The post holder reports to Grant Finance Specialist.

 

Dimensions of Role:

This role ensures financial accountability, compliance and reporting to donors and management on the GEC Plan led component of the project implementation. He/she will work throughout the grant management cycle and reporting processes, from financial management and reporting; supporting during grant audits.

Accountabilities

Accounting:

  • Ensure that required financial controls are in place to avoid unauthorized use of funds, and that prior authorization is obtained before any payment.

  • Examine all financial documents for payment (i.e. purchase requests, purchase orders, suppliers invoices and staff request for reimbursements) and ensure the completeness, accuracy and validity of financial data, including accounting classification and computations

  • Record financial transactions into SAP; ensure on-time, accurate data entry and completing journal entries for non-routine expenses as necessary

  • Monitor the project transactions to ensure that adequate cash request are made and funds are available all times to cover project operations.

  • Review staff advances and per diem and ensure they are accurate before submitting it for approval.

  • Ensure that project staff advances are liquidated on a timely basis.

  • Make payments to project activities participants in cash or through bank and mobile money transfers as necessary.

  • Scan all the supporting documents for the project transaction and make them available to the auditors.

  • In compliance with Country Office systems, carry out the filing of all finance payment documents processed during the implementation of the project, documents include but not limited to, staff and supplier payments, contractors and partners, property leases etc.

  • Any other job that would be assigned by the supervisor.

 

Audit:

  • Liaise with audit focal person and external auditors for preparation, conduct and finalization of grant-required quarterly and annual audits

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Education/Professional Background:

Essential

  • Degree holder in finance/accounting from a recognized University

  • Part qualification of professional accountancy course (ACCA, CAT or AAT) from a reputable institution an added advantage

  • At least 3 years’ experience in a similar role in a non-governmental organisation

  • Experience of developing, monitoring and reporting  on donor budgets

  • Understanding of donor conditions and requirements relating to financial management 

  • Good knowledge of grant management cycle

  • Fair knowledge of project management

  • Ensure adherence to the country’s grants financial and accounting requirements as per requirements of the donors, and other organizational policies and procedures to support sound grants financial management within the organization 

  • Ability to analyse grant expenditure against budgets for unusual trends 

  • Ability to draft clear and precise report in responding to grants queries

  • A good understanding of donor requirements, Plan financial systems and grants management system for efficiency and compliance

  • Ability to work independently with minimal supervision

  • Must have very good interpersonal relationship with colleagues and supervisors

PHYSICAL ENVIRONMENT

The role is based in Freetown with 40% of the time required to travel in the targeted districts to ensure Plan staff are supported to overcome challenges. This position entails some travelling to Freetown for tracking expenditure, grant audits and other grant related activities.
