Solthis is an international health NGO with the goal of improving the health of populations in resource-limited countries. We act on prevention and access to quality care by sustainably strengthening the health systems and services of the countries where we operate. Our action is based on three modes of intervention: capacity building, operational research and advocacy.


We are looking for a:

M&E Officer


      Location : Freetown, Sierra Leone with travelling to the area of implementation

      Type of contract: VSI or CDD

      Length of contract : 1 year

      Starting date : 4th January


Primary Responsibilities

Under the supervision of the Head of Mission, the Monitoring and Evaluation (M&E) Officer is in charge of overseeing all M&E activities implemented under the Empower II and PROSSAN projects. His/her main responsibilities include contributing to the design and implementation of the M&E system, providing technical assistance and tailored support to the project team as well as implementing and institutional partners, supervising evaluation exercises and contributing to the capitalization dynamics and knowledge management within the project, mission and organization.

Main activities

Implementation of the Empower II and PROSSAN M&E systems

  • Contribute to the development of data collection tools and their standard procedures at the project level, in line with Solthis internal standards and donor requirements
  • Implement the M&E plan and the indicator matrix in order to assess the performance of the project in close collaboration with the project team
  • Support project team members in the development and/or use of the M&E tools and in the organization of data collection activities, particularly with regard to the Quality of Care score, Pharmacy score, Retention score, HTC and PMTCT scores
  • Support the Medical Teams in the monthly and quarterly data collection process at the facility level
  • Support project team members in data management and analysis, especially regarding database management, quantitative and qualitative analysis, reporting tools and dashboards
  • Regularly check the quality of the data collected, particularly in terms of consistency, reliability, completeness and timeliness


Data use, communication and advocacy

  • Communicate the results of M&E exercises to the project team, foster collective reflection and propose corrective actions
  • Support project communication and advocacy by providing relevant data and information on project progress and performance in Sierra Leone
  • Ensure feedback on the data collected at the different levels of the health pyramid
  • Contribute to the internal monthly reporting process as well as donor reports

Strengthening the M&E capacities of project partners, health facilities and health authorities

  • Provide M&E mentoring to 42 supported sites on data management, data quality and use of registers and reporting tools
  • Support the DHMT M&E (WAU, WAR, PL) on DHIS data quality and data management
  • Attend M&E TWG meetings and other relevant stakeholders/partners meetings
  • Provide M&E support to NETHIPS M&E Officer on the community component of Empower II project

Evaluation, knowledge management and capitalization

  • Ensure that all M&E tools needed for project implementation are well-organized and made easily accessible to the project team on SharePoint
  • Participate in the management and organization of external studies and evaluations in Sierra Leone
  • Participate in the knowledge and experience capitalization process
  • Participate in the reflection on how to improve M&E systems, processes and practices within the Sierra-Leone mission and at the organizational level through participation in the Solthis M&E working group



Higher education in Statistics, Epidemiology, Public Health, Project development/management, Political Science or equivalent.



At least 3 years of professional experience in monitoring and evaluation with progressive responsibilities, ideally with an international NGO


Required experience:

  • Design and implementation of M&E systems for development projects
  • Tool design, data collection, management and analysis
  • Reporting to an international donor
  • Experience in capacity building and promotion of good practices


Desirable experience:

  • Design and implementation of M&E systems for health projects
  • Contribution to data quality assurance/improvement processes
  • Collaborations with institutional and implementing partners including the Ministry of Public Health
  • Technical support/strengthening of the health information system in resource-limited settings



English and Krio: operational level


Required skills

  • Writing and synthesis skills
  • Rigout, respect for deadlines, responsiveness
  • Strong relationship management skills with ability to influence and get buy-in from people not under direct supervision
  • Mastery of computer tools, in particular Office suite (Word, Excel, PowerPoint, Outlook...)

Starting date: 4th January
Duration of Contract: 1 year - full time (100%) with possibility of extension
