Consultant - End Line Evaluation of EU CSO/LA Project Sierra Leone
Trócaire invites tenders for the provision of Consultancy Services for End line evaluation for the project entitled “Civil society strengthened to support rural women’s agency, empowerment and influence in local governance and agricultural development processes in northern Sierra Leone”, co-funded by EU and Trόcaire. Tenderers must demonstrate that they have the resources and expertise to provide the full range of services required.
Consultancy: End Line Evaluation of EU CSO/LA Project Sierra Leone
Location of position: Freetown, Sierra Leone, with travel to rural districts
Contract duration: Approx. 25 days
Closing Date: 5pm, Wednesday 20th October 2021
Scope of the role:
The aim of this evaluation is to provide the overall achievement (effectiveness) of the Action in relation to the stipulated impact, specific objective and results specified in the logical framework including unexpected outcomes both positive and negative. The evaluation will also create an occasion to assess how the project endeavoured to meet other core evaluation criteria such as relevancy, efficiency, impact and sustainability, lessons learnt and challenges. Finally, the evaluation will assess to what extent the project has been adapted to respond to two major events; (1) the impact of COVID-19 on target women and men; (2) recommendations from the project mid-term review conducted in October 2020.
∙ Lead consultants should have at least Master’s degree in economics, social sciences, development studies, gender or related fields;
∙ At least 5 years of experience in conducting qualitative and quantitative evaluations in sustainable agriculture and livelihoods and women’s empowerment with international NGOs;
∙ Prior experience in implementing or evaluating EU funded projects, particularly in the area of agriculture and women’s empowerment is an advantage;
∙ Digital data collection literacy, with Commcare application is an advantage;
∙ Good communication, facilitation and analytical and team work skills;
∙ Excellent English reading, writing, and communication skills; (Local language skills are a plus).
∙ Commitment to the safeguarding of programme participants, as demonstrated by signing Trócaire’s Safeguarding Programme Participants Policy;
∙ Commitment to organisational IT and Data protection commitment proven by signing a related.
