TENDER NOTICE

Project name: Construction of six (6) institutional latrines in six districts (one latrine each in Moyamba, Bonthe, Bo, Pujehun, Kenema and Kono) and one hand dug well in Pujehun district

Procurement Type: Procurement of Works

Funding: Finnish and Icelandic Red Cross Societies.

 

BACKROUND  

  • In 2016-2018, CBHP (Community-Based Health Programme) under which BRIDGE-Community Based Integrated Resiliency Programme is developed, was implemented by the British and Finnish Red Cross as an initial phase which ended on December 31, 2018. A Mid-Term Review conducted in July 2018 indicated that the project contributed immensely in achieving adequate coordination with national and local stakeholders and partners such as the Ministry of Health and Sanitation (MOHS), and Ministry of Water Resources (MWR); reached out to community members with messages on maternal health, malaria prevention and control, improved the capacity of community volunteers, coaches, Mothers’ and Fathers’ clubs, teachers, and SLRCS staff on various health related interventions, , project cycle management, and improved livelihoods of mothers clubs through income generating activities.

  • In 2019, a consortium model programme was developed by the Sierra Leone Red Cross Society, Finnish Red Cross and Icelandic Red Cross to consolidate the gains made in the previous project interventions and to address the recommendations identified in the mid-term review report, [including to improve the health seeking behaviours of new mothers, to increase the access to health care in communities, to increase the awareness of sexual and reproductive health and rights (SRH) and to provide support funds for income generating activities] into the new project plan.

Sierra Leone Red Cross Society (SLRCS) intends to engage competent and experienced Eligible General and Building Contractors registered with the Government of Sierra Leone, Ministry of Works, Housing and Infrastructures under Class 2 (II) OR 3 (III) for the Construction of six (6) institutional latrines in six (6) districts (one latrine each in Moyamba, Bonthe, Bo, Pujehun, Kenema and Kono) and one hand dug well in Pujehun district.The interested Contractors under Class 2 (II) OR 3 (III) are invited to submit their tender.

A complete set of Tender Documents may be obtained at the Sierra Leone Red Cross Society (SLRCS) in the Branch offices located at, Moyamba, Bonthe, Bo, Pujehun, Kenema and Kono [Detailed addresses are given below] from 13th October 2021 onwards, between 9:00am to 4:00pm upon presentation of:

  1. A Business Registration Certificate 

  2. Contractor’s class category 2 (II) or 3 (III) Certificate from the Ministry of Works, Housing and Infrastructures for the year 2021.

  3. Up to date National Revenue Authority Certificate (NRA) 

  4. Up to date National Insurance and Social Security Trust (NASSIT) 

  5. Similar works executed, detailed CV and Certificates of key personnel.

Work Description:

Construction of six (6) institutional latrines in six (6) districts (one latrine each in Moyamba, Bonthe, Bo, Pujehun, Kenema and Kono) and one hand dug well in Pujehun district.

The contractor is requested to complete the works described in the Bill of Quantities within 60 days for the construction of institutional latrines and one new hand dug well from the date of commencement of work. Commencement of work is anticipated within 7 (seven) days of signing of the contract, which includes the mobilisation period.  

Contractors are expected to have visited the construction site and made investigations on their own regarding the site conditions and the circumstances for implementing the contract. This includes, but not limited to, the topography of land structure, transport, accessibility condition in dry and rainy seasons to and from the site, and the necessity and availability of required materials.

The contractor's tender price will therefore have taken all particular conditions of the sites and circumstances into consideration.

Bids shall be valid for a period of 120 (One Hundred and Twenty) days after official Opening of the bid documents.
