Construction of an Integrated Energy Centre (IEC) in Forgbo Western Area Rural District.
About TENN:
The Energy Nexus Network (TENN) is a regional knowledge and facilitation hub for scaling decentralized renewable energy solutions using sustainable energy (SDG7) as a critical catalyst and entry point to improve major development outcomes.
TENN’s mission is to build resilient ecosystems around decentralized renewable energy. As an aggregator, TENN enables cross-sectoral dialogue and facilitates business, policy, and technical engagements to strengthen linkages between energy and key sectors such as livelihood, health, climate action, and agri-value chains.
TENN provides advisory support to enhance the institutional capacities of energy sector agencies and local institutions to address energy priorities coherently. The organization focuses on the Energy Healthcare Nexus and Energy-Livelihood Nexus to improve social and development outcomes.
Scope of Operations:
∙ Collaborates with local and international partners to develop and strengthen sustainable ecosystems for decentralized renewable energy access in underserved communities. ∙ Serves as the regional energy ecosystem hub for innovating and scaling sustainable decentralized renewable energy solutions through the Global SDG7 Hubs an initiative of the SELCO Foundation
∙ Champions initiatives that integrate productive use applications of energy to support development, focusing on enterprises, innovators, sectoral champions, and policymakers. ∙ Conducts needs assessments, pilot projects, and solution deployment in agri-value chains, healthcare, and livelihoods, particularly benefiting women and small businesses in remote areas.
Background:
The Energy Nexus Network (TENN), in partnership with GOAL Sierra Leone funded by Jersey Overseas Aid (JOA), is implementing the project “Resilience of the Blue Economy: Enhanced Resilience of Rural Communities Through Women-Led Conservation, Financial Inclusion, and Livelihood Diversification.” Under this initiative, TENN seeks proposals from qualified building construction companies for the construction of one (1) eco-friendly Integrated Energy Centre (IEC) superstructure at Forgbo, Western Rural District. The IEC will house productive use appliances powered by rooftop-mounted solar PV installations, providing a hub for resilient micro-businesses.
Technical Details:
The IEC will be designed to:
∙ Support women-led microbusinesses through access to clean energy solutions. ∙ Be constructed using eco-friendly, durable materials suited for local climate conditions. ∙ Include adequate ventilation, insulation, and energy conservation design principles. ∙ Be structurally sound to accommodate rooftop-mounted solar PV installations. ∙ Provide workspace and storage facilities for productive-use equipment.
Technical drawings and designs will be provided for reference. Contractors are expected to demonstrate the capacity to construct the IEC in compliance with engineering and sustainability best practices.

Evaluation Criteria:
All responses will be evaluated based on the following criteria:
Essential Criteria:
∙ Legal status and company profile (e.g. company registration, trade license, memorandum of association, proof of site visit with photos, videos and filled form).
Award Criteria:
- Quality (60%)
- Completion Certificates (2022–2025)
∙ Submit at least three (3) completion certificates for similar construction
work.
∙ Must include project scope, value, dates, and client contact details.
- Quality of Materials and Eco-Friendly Practices
∙ Provide material specification sheets and environmental impact plan.
∙ Include proof of eco-friendly materials and durability features.
∙ Support with supplier or product certifications (if available).
- Compliance with Construction Standards
∙ Submit a signed statement or certificate confirming compliance with
relevant national/international standards.
∙ Attach engineer or architect certifications and any regulatory approvals.
- Track Record in Sustainable Construction
∙ Show at least two (2) past projects involving energy-efficient or climate
resilient design.
∙ Include certificates, descriptions of sustainable features, and supporting
visuals or reports.
- Capacity Building Ability
∙ Provide a training plan for locals on construction and energy conservation. ∙ Share evidence of past training (e.g. reports, attendance lists) and CVs of
proposed trainers.
- Price (30%)
∙ Cost-effectiveness and value for money.
∙ Submit a comprehensive, itemized BoQ showing all cost materials.
∙ Transparency, competitiveness, and completeness of cost structure.
∙ Justify pricing with quality materials, and reliable post-sale support.
∙ Overall value proposition, compliance with durability standards, and cost
efficiency.
- Delivery (10%)
∙ Submit a Gantt chart or project timeline with implementation milestones within 90 calendar days (Realism, efficiency, and scheduling accuracy).
∙ Ensure all documents are consistent and aligned with the proposed timeline. Additional Requirements:
∙ Warranty and Post-Construction Support: The contractor must offer a minimum one-year defect liability period and provide maintenance guidelines.
∙ Sustainability Considerations: Contractors should prioritize the use of environmentally friendly materials and construction methods.
∙ Local Employment and Skills Transfer: Preference will be given to companies that engage local labor and provide training opportunities.
∙ Workmanship Cost: Must be competitive and justifiable to align with the total budget.
∙ Added Value: Proposals that offer added value aligned with the objectives of this call will be viewed favorably.
∙ Project Completion Timelines: Preference will be given to bidders who clearly commit to completing the entire project within the stipulated 90-day timeline and demonstrate the ability to meet milestones effectively.
∙ Bid Security: Bidders must provide a bid security as a safeguard against non-performance, project abandonment, or failure to complete the work within the agreed timeline. This guarantee will be held by TENN and partners and invoked in the event of default, delay, or misuse of project funds.
