JOB DESCRIPTION 

DEPUTY LOGISTICS MANAGER 

WHAT IS GERES ? 

Founded in 1976, Geres is a French development NGO working to improve living conditions and fight against climate  change and its impacts. As a grassroots actor, Geres sees the energy transition as a key driver of its work. To foster  ambitious societal change, the organization promotes the development and dissemination of innovative local  solutions, supports local climate and energy policies, and mobilizes all stakeholders around the concept of climate  solidarity—encouraging them to take action and support the most vulnerable. 

 

CONTEXT OF GERES IN SIERRA LEONE 

In West Africa, Geres implements projects in Benin, Togo, Mali, Senegal (through a partnership), and more  recently, in Sierra Leone. In Mali, Geres developed a model of Energy Business Areas (EBAs), which the  organization now aims to adapt and replicate in the Sierra Leonean context. 

Indeed, Sierra Leone is a new country of intervention for Geres, with activities started in April 2025. The initial  project, funded by the French Development Agency (AFD), will run for four years and aims to provide clean energy  through solar mini-grids to productive users in rural areas. The goal is to boost productivity and ultimately increase  incomes, while reducing environmental and climate impacts through solar energy. The project specifically targets  women and farmers involved in agricultural processing, who will also benefit from a tailored business support  package to help them manage and grow their enterprises. 

Over the course of the project, Geres plans to establish three Energy Business Areas (EBAs), provide technical  assistance to national mini-grid operators, and support a total of 75 entrepreneurs—both within the EBAs and  through individual solar kits. Beyond individual benefits, EBAs aim to introduce new quality services in underserved  rural communities, driving local economic development. 

For this first project, the Geres team in Sierra Leone is expected to grow to around 20 staff members. While the  national office will be based in Freetown, the majority of activities will take place in rural areas across the country. 

MISSION AND OBJECTIVES OF THE POSITION 

The Deputy Logistics Manager reports directly to the Operations Support Manager. He/She is responsible for the  management of all logistics implementation of Geres’ programs in Sierra Leone. He/She will be responsible for: General logistics management; 

Procurement and supply chain operations; 

Management of equipment and assets in Freetown and Geres’ subbases; 

Support for security management;

 

He/She works closely with the Operations Support Manager, the Country Representative, the Office Base  Supervisors, the Deputy Thematic Managers, and Support team in Sierra Leone. He/She participates in the  capitalization of know-how related to the various functions of his/her position. 

Implements the rules, guidelines and procedure of the West African process manual related to the his/her  position.  

LOCATION 

The Deputy Logistics Manager is based at the Geres offices in Freetown. He/She will be required to travel regularly  in the project areas, particularly in the branch offices (SL rural Districts), and in any new intervention zones  developed as part of future projects (mainly in the same regions). 

HIERARCHICAL AND FUNCTIONAL LINKS 

Direct supervisor: Operations Support Manager (OS Manager), or the Country Representative in the OS  Manager absence. 

Direct supervision: Logistics team in Sierra Leone (Drivers, Drivers-Logs, Security Officers, Cleaners…) Functional link: Office base Supervisors, Projects Managers, Thematic Deputy Managers, FAH Deputy  Manager… 

JOB RESPONSIBILITIES AND ACTIVITIES

General Logistics management 

1/ Supervise and manage logistics teams: 

Manage logistics team (mainly cleaner, drivers and security guards’ team at an initial stage and Office base  supervisors or any Assistant in the future) and develop their skills on a day-to-day basis and through training; Enhance Geres’ logistics management in Sierra Leone by implementing effective tools, building team  capacity, and driving continuous improvement. 

2/ Ensuring the flow of information, coordination and representation on logistical issues: 

Implement and manage tools for planning routine and ad hoc logistics, such as the annual procurement  plan; 

Ensure effective communication and coordination of logistical information between field teams and the  Freetown office; 

Provide logistical oversight across Geres Sierra Leone through regular base visits, checks, monitoring, and  capacity building. 

3/ Movements supervision: 

Coordinate logistics for field missions and/or workshops/trainings, including transport of equipment,  supplies, and personnel, as well as necessary bookings; 

Organize staff travel related to project activities across the country; 

Ensure safe and compliant transportation for Geres visitors and mission staff, including vehicle use protocols  and safety measures; 

Assist in welcoming teams (including HQ missions) and arranging their accommodation and logistics during  stays in Freetown.

  1. Managing procurement and supply chain operations 

Draw up procurement and supply plans for projects; 

In close collaboration with the Country Representative, Deputy Thematic Managers, and the Support team (Logistics, Admin, Finance, HR), manage the procurement of project-related needs; 

Ensure compliance with procurement procedures—from direct purchases to international tenders—and oversee the efficiency of procurement processes across all branch offices: consolidate purchases, maintain supplier lists, manage recurring purchases, monitor benchmark market prices, and archive procurement files. Maintain original records of all purchases; 

Keep procurement records regularly updated; 

Establish and maintain a network of local suppliers for goods and services; 

Maintain strong knowledge of the local market, develop and update a supplier database and a local price list; Ensure compliance with Geres’ logistics procedures (procurement, stock management, etc.) and ensure they are well understood by all team members; 

Oversee the efficient delivery of goods and materials to their final destinations, ensuring proper documentation is in place; 

Supervise the proper management and monitoring of stock and inventories in line with Geres’ procedures and tools, and ensure that these are known, understood, and applied across all branch offices. 

  1. Day-to-Day management of office infrastructure, equipment and assets 

The Deputy Logistics Manager isresponsible forthe Freetown office and will also oversee all logistics-related aspects across the various Geres bases in Sierra Leone, by supervising the Office Base Supervisors, if any are appointed in the future. 

1/ Office management: 

Manage the office’s stewardship needs: (water/consumables/office supplies/maintenance), general  maintenance, miscellaneous repairs…; 

Organize and implement maintenance and upkeep of the premises occupied by the Geres (electricity,  plumbing, bricklaying, painting…); 

Ensure the maintenance and repair of equipment (generator, solar system, air conditioning…); Secure the office and monitor office insurance; 

2/ IT, Office equipment and Others:  

Define the technical requirements of equipment needed and advise on equipment choices; Closely with the Operations Support Manager, validate the allocation of equipment, draw up operating  procedures and provide training in its use; 

Manage the country office’s equipment (computers, printers, furniture, air conditioning…), make sure they  are properly inventoried and maintained. Make sure the equipment is in good working order; 

3/Vehicles 

Manage the vehicle fleet (cars, motorbikes, generators…) and ensure compliance with fleet management  procedures; 

Monitor vehicles registrations (SLRSA) and insurances; 

Monitor and analyze consumptions; 

4/Documentation 

In collaboration with the Support team, manages all the office’s logistics contracts with service providers  (type of contract, deadline, renewal…); 

File all documents relating to logistics in accordance with procedures (purchases files, vehicle logbook, office  rent, service contracts, etc.);

 

  1. Supporting security management 

In constant liaison with the Country Representative:  

Support the update and improvement of safety tools and procedures. 

Ensure implementation and compliance with general safety rules and security plans; verify that human and  material resources are appropriate for maintaining optimal safety levels. 

Train staff and raise awareness on security procedures and tools. 

Assist the Country Representative in monitoring the security context in Sierra Leone: attend inter-NGO safety  meetings, report risks, and make recommendations on mitigation measures if needed;  Maintain regular communication with security guards and drivers regarding risks, incidents, and expected  behavior; organize meetings and trainings when needed. 

The Deputy Logistics Manager may also perform any other tasks related to his/her skills as assigned by their  supervisor. 

CANDIDATE PROFILE 

TRAINING/EXPERTISE 

Higher education in logistics: Minimum Bac+3; 

5 years’ experience in logistics management in an NGO, including experience with a similar level of logistics management; 

Experience in an international solidarity NGO required; 

Experience of managing multidisciplinary and multicultural teams; 

SKILLS AND COMPETENCIES 

Versatile and organizational skills with a confirmed interest in logistics management functions; Mastery of operations and resource management; 

Ability to manage a multicultural team, to lead and organize group work sessions and to be part of a team building process. Ability to analyze, summarize and report; 

Proactive problem-solving; 

Sense of responsibility;

CONDITIONS AND APPLICATION 

Status: Sierra Leonese fixed-term contract; 

Remuneration: Category F1 or F2 on internal Geres Sierra Leone salary grid, depending on profile; Contract duration: 12 months (renewable subject to satisfactory results);
