Job Title: Finance Manager

Report to: Executive Director

Work location: Freetown, Sierra Leone 


CHASL is an ecumenical association of church-owned health facilities and the second largest provider of health services in Sierra Leone, focusing on remote and hard-to-reach areas. CHASL promotes high-quality, affordable, and accessible Christian health care, facilitates networking among health facilities, and supports efforts to meet common health and resource needs.

The Sierra Leone Country Office seeks to recruit a highly qualified and self-motivated applicant for the position of Finance Manager.

Scope of Work:

This challenging position requires a highly qualified and experienced individual with leading-edge skills. The Finance Manager will report directly to the Executive Director and provide overall leadership and oversight in the management and administration of finances in CHASL. The FM will also facilitate grants portfolio management, ensuring timeliness, budget control, and accountability, and provide leadership in general finance and administrative functions. 

Key Tasks & Responsibilities:

  1. Advising the Executive Director on financial and administrative matters affecting CHASL.
  2. Coordinating all accounting functions, including supervision, mentoring, staff development, and conducting performance appraisals for accounting staff.
  3. Ensuring a sound accounting and internal control system.
  4. Preparation of financial statements.
  5. Leading the preparation of annual budgets and management accounts.
  6. Coordinating the preparation and execution of annual audits in liaison with external auditors.
  7. Ensuring adherence to donor/partner funding and reporting requirements.
  8. Ensuring adherence to all statutory requirements.
  9. Overseeing cash and treasury management.
  10. Performing other duties as assigned.

Qualifications and Experience:

  1. Bachelor’s Degree in Accountancy or Commerce from the University of Sierra Leone or other accredited universities.
  2. ACCA or Master’s Degree in a relevant field.
  3. Minimum of 10 years of working experience, 5 of which should be in a similar senior management position with a reputable organization.
  4. Working experience in NGO and private sectors is essential.
  5. Registered with the Institute of Chartered Accountants in Sierra Leone.
  6. Knowledge of Grant management is essential

Prerequisite Knowledge, Abilities, and Skills:

  1. Strong accounting, general management, and negotiation skills.
  2. Strong organizational skills, versatility, and ability to multi-task.
  3. Demonstrated ability to meet deadlines, especially in terms of financial reporting.
  4. Excellent communication skills (oral and written).
  5. Ability to work as a team member and execute successful leadership skills for coaching and developing employees.
  6. Sound and up-to-date knowledge of International Financial Reporting Standards (IFRS).
  7. Conversant with the management of multiple donor projects.
  8. Knowledge of the QuickBooks System Accounting package is essential.
  9. Knowledge of results-based management and performance appraisal.
  10. Team player and ability to work in a diverse group.
  11. Collaborative and partnership competencies.
  12. Demonstrated experience in strategic planning, management, and project management.
