About MCA Sierra Leone
The Millennium Challenge Account (MCA) in Sierra Leone, collaborating with the government of Sierra Leone and the Millennium Challenge Corporation (MCC) of the Government of the United State of America, delivers projects under the $500 million compact that address development challenges in the country through the implementation of the Power Sector Reform Project, the Transmission Backbone Project and the Distribution and Access Project.
Position Objective The HR Manager under the supervision of the Director – Administration is responsible for the execution of recruitments, adapting the MCA-Sierra Leone’s HR policies to the applicable requirements and organizational needs, and managing the HR-related function at MCA. |

Duties and Responsibilities | |
.Translate the requirements of the Compact program into a staffing and recruitment strategy for MCA, to include a comprehensive staffing plan, detailed job descriptions for each position, an outreach and recruitment approach, and procedures for evaluating applications and interviewing candidates.
·Execute recruitment activities from posting job vacancies to scheduling of applicant interviews, and contracting, ensuring proper documentation and timely delivery against MCA programmatic and operational personnel needs. ·Develop, explain, and administer an HR Manual including a common benefits program for the staff of MCA-Sierra Leone. The HR Manual encompasses, but is not limited to, policies related to personal and medical leave, health or medical insurance, contributions to pensions or retirement plans, allowances, and performance bonuses, ensuring strict compliance with MCC policies, guidelines, and procedures. ·Work with the Director – Administration to develop effective processes for introducing, orienting training, and transitioning new staff to MCA-Sierra Leone and for objectively and transparently evaluating employee performance. ·Develop and manage the implementation of a comprehensive HR program for MCA-Sierra Leone that fuses Compact requirements, Sierra Leonean labor law, and the culture and objectives of MCA-Sierra Leone. ·With the guidance of the Director – Administration, develop training and professional development programs for the staff of MCA-Sierra Leone and its implementing entities. ·Delegate the HR Specialist in organizing materials and logistics for internal and external MCA-Sierra Leone staff development and engagement activities, and HR meetings. |

Requirements (Education, Experience, Technical Competencies) | |
·University degree in Administration, Management, HR, or other relevant field.
·Minimum of eight (8) years’ experience in the development and application of HR policies which are consistent with international standards and Sierra Leonean labor law. ·Demonstrated experience in all facets of HR services, including the successful development and implementation of professional recruitment strategies, training and development plans, performance appraisal and performance management systems, retention strategies, comprehensive benefits packages, and human resource policies. ·Demonstrated ability to interpret and apply current Sierra Leonean labor and employment practices, standards, regulations, and laws. ·Demonstrated experience managing other HR professionals in a program of similar scale and scope. ·Fluent written and verbal communication skills in English. Communication skills in Krio strongly desired. |
