World Vision International Sierra Leone has been operational since 1996, assisting communities with various interventions in health, education, child protection, water and sanitation, and livelihoods.
INVITATION TO BIDS FOR A TWELVE (12) MONTH FRAMEWORK AGREEMENT FOR THE SUPPLY AND PROVISION OF VARIOUS CATEGORIES OF GOODS, SERVICES, AND WORKS MATERIALS TO WORLD VISION INTERNATIONAL SIERRA LEONE
ITB Ref: WVISL/NCB/004/2024/ – Invitation to Bid for a Twelve (12) Month Framework Agreement for the Supply and Provision of various categories of Goods, Services, and Works Materials to World Vision International Sierra Leone
World Vision International Sierra Leone is implementing programs in all Sixteen (16) Districts across Sierra Leone, including Freetown, to significantly improve child well-being by enabling families and communities.
For this purpose, World Vision International Sierra Leone (WVISL) invites qualified and duly registered companies to submit a sealed bid for a 12-month Framework Contract for the Supply and Provision of Various Categories of Goods, Services, and Works Materials to World Vision International Programs nationwide. Women and minority groups/companies are encouraged to apply.

IMPORTANT – ESSENTIAL INFORMATION
It is essential that this reference, ITB Ref: WVISL/NCB/004/2024/—Supply and Provision of various categories of Goods, Services and Works Materials to World Vision International Sierra Leone, be mentioned in the subject line of the main Bid document.
- The proposals will be opened by the WVISL’s designated Bid Opening Committee after the deadline for the receipt of the bids. Once a decision has been made, successful bidders will be notified of the selection via e-mail.
- Any attempt by a bidder to influence WVISL, outside of the instructions outlined in this ITB, in the process of examination, clarification, evaluation, and comparison of proposals, or to obtain information on how the procedure is progressing, or to influence WVISL in its decision concerning the award of a Contract hereunder, will result in the immediate rejection of that Bidder’s proposal
- Bids received after the stipulated date and time will be invalidated.
- Instructions for the tender and bidding document can be collected from our head office premises, 35 Wilkinson Road, Freetown, Southern Provincial Office in Bo District – Tikonko, Northern Provincial Office in Koinadugu District – Kabala Town, and the Eastern Provincial Office in Kono – Nimikoro, from 1st October 2024 to 15th October 2024. You must read all the provisions of the bid to ensure that you understand World Vision International Sierra Leone’s requirements and can submit an offer in compliance with them. Note that failure to provide compliant offers may result in the invalidation of your bid.
- Bidders are strongly encouraged to review the bidding document, including the technical specification, before submitting the proposal. WVISL will assume that the Bidder is familiar with the specifications and requirements of WVISL Operations.
- Bidders are requested to address any queries concerning this ITB to: wvisl_supplychain@wvi.org by 14th October 2024 latest.
BIDS WILL ONLY BE ACCEPTED IN LOCAL CURRENCY (SIERRA LEONE NEW LEONES) STATED IN THE SPECIFIC SECTION, TERMS AND CONDITIONS. BIDS MUST INCLUDE 15% GST AND OTHER PAYABLE TAXES. BIDS RECEIVED IN ANY OTHER CURRENCY WILL BE INVALIDATED.
Each bidder must meet the following qualification criteria with evidence of the relevant documentation
- Valid business registration certificate
- Valid Tax clearance certificate
- Audited Financial Statement of the company for the last two financial years.
- Evidence of experience in supplying and providing similar goods, services, and works materials with referees/references/Completion certificate preferable from United Nations Organizations, INGOs, and Government Ministries.
- Bid Must be Valid for Three Months after the date of submission.
Bidders shall demonstrate their capacity to access/purchase supplies that meet existing certification control and compliance standards. These include the certification marks and/or certificates from national or international certification bodies (see instructions to bid for a sample of more commonly known certification bodies).
Evaluation method (selection criteria evaluation): The tender evaluation committee will evaluate and award the contract based on the following selection criteria:
