INVITATION TO BID – SIERRA LEONE 

Epidemic Control and Reinforcement of Health Services Phase III

CARE Sierra Leone has received financing from the German Government through KfW toward the cost of the projects “Epidemic Control and Reinforcement of Health Services Phases III (ECRHS III)” and intends to apply part of the proceeds toward payments under the contract(s) for the procurement of small works. 

CARE Sierra Leone now invites sealed Bids from eligible Bidders for Rehabilitation and Construction of Water Infrastructure Needs (Hand dug wells and Boreholes with hand pumps) for 18 Selected Health Facilities in Sierra Leone. 

The works will include rehabilitation of Hand dug wells and construction of Boreholes with hand pump at selected health facilities across Sierra Leone. Bidders may bid for multiple lots but will only be awarded for a maximum of one lot if successful as defined in the bidding document. However, the bid committee can consider awarding an additional lot to a successful bidder with a demonstrated capacity to deliver the works in the event a lot remain un-allotted. 

Bidding will be conducted by means of the National Competitive Bidding (NCB) procedure with qualification as specified in the KfW Guidelines for Procurement of Goods, Works and associated Services in Financial Cooperation with Partner Countries (“KfW Guidelines”).

Submission of Bids: 

This tender is open for a period of 45 days starting from and ending closing on 18th June 2025.

Pre- bid meeting would be conducted for all interested bidders on 20th May 2025 at 15:00 Hrs GMT at the same address.

All bids shall comprise of three (3) copies of bidding documents (i.e. One original paper copy, one paper duplicate copy and one electronic copy in a clean flash drive).  All Bid shall be submitted on or before the closing date at the address mentioned below:

Late Bids will be rejected. 

Bids would be publicly opened on Wednesday 18th June 2025 at 14:00 Hours GMT in the presence of the bidders’ designated representatives, all interested Bidders are encouraged to send a representative.

All Bids must be accompanied by a Bid Security.
