CARE Sierra Leone has received financing from the German Government through KfW toward the
cost of the projects “Epidemic Control and Reinforcement of Health Services Phases III (ECRHS III)”
and intends to apply part of the proceeds toward payments under the contract(s) for the procurement
of small works.
CARE Sierra Leone now invites Pre-Qualification sealed Bids from eligible Bidders for Construction
and Installation works of a Basic Emergency Obstetric & Neonate Care (BEmONC) Center at
Malambay Town, Mambolo Chiefdom, Kambia District in Sierra Leone.
The works will include Construction and Installation works for a New BEmONC centre that includes
perimeter fencing with gates and security posts, health facility service buildings, WASH & IPC
structures (Waste management unit, internal wash rooms, external VIP latrines, other service
structures), staff quarters, water towers, complete electricals, plumbing, fire protection, installation of
solar power plant for electrification of the BEmONC centre at Malambay town, Mambolo Chiefdom,
Kambia District in Sierra Leone. (See Section VII Scope of works within the pre-qualification Standard
Bidding Document).
Bidding will be conducted by means of the National Competitive Bidding (NCB) procedure with a pre-
qualification at this point and qualification as specified in the KfW Guidelines for Procurement of
Goods, Works, and associated Services in Financial Cooperation with Partner Countries (“KfW
Guidelines”).

Submission of Bids:

Closing date: Monday 30th June 2025
Time: 13:00 Hours GMT.
Location: 11 Old Railway Line, Wilberforce, Freetown, Sierra Leone.
Late Bids will be rejected.
Pre- bid meeting would be conducted for all interested bidders on Tuesday 10 th June 2025 at 15:00
Hours GMT at the same address.
All bids shall comprise of three (3) copies of bidding documents (i.e. One original paper copy, one
paper duplicate copy and one soft/electronic copy in a clean flash drive). All Bid shall be submitted on
or before the closing date at the address mentioned below:
Bids would be publicly opened on Monday 30 th June 2025 at 14:00 Hours GMT in the presence of
the bidders’ designated representatives, all interested Bidders are encouraged to send a
representative.
