Doctors with Africa CUAMM operates in Sierra Leone since 2012, its mission is to enhance health systems and access to quality primary and secondary health care with a specific attention to maternal and child health care. Interventions include prevention, screening, and treatment programmes, developing or strengthening of referral systems at community level, training of health staff, management support and technical assistance to local health institutions, and field research.
Job title: M&E Officer and Project Assistant
Duty Station: 22 Wilkinson Road Freetown, with possible trips to other project locations

Reporting to: Project Manager (first responsible), Country Manager (second responsible)
Contract type: Fixed-term contract (12 months)
Purpose of the role:
Doctors with Africa CUAMM is implementing the project “S.K.I.L.L.E.D – Strategic Knowledge and Inclusive Learning in Health Sector for Youth Employment and Development” (AID 013244/04/2), supported by the Ministry of Foreign Affairs and International Cooperation through the Italian Agency for Cooperation and Development, with the objective of promoting equitable and inclusive access to professional education and youth employment opportunities in Sierra Leone.
Working closely with the Project Manager, the M&E and Project Assistant will contribute to the implementation of data collection and M&E activities for the project, and will support the Project Manager in planning, implementation, and reporting, with a specific focus on higher education, skills development and youth employment.
Duties and tasks:
Monitoring and Evaluation
- Conduct data collection, processing, analysis, and evaluation for the project
- Develop and implement accurate M&E tools to ensure accurate and timely data
- Train and support the project’s implementing partners in data collection, including organizing regular meetings to ensure the timely entry of contributions into the M&E system
- Implement M&E activities with project’s partners and in coordination with the Project Manager
- Support results-based project management by monitoring indicators, tracking outcomes, and managing operational plan implementation in coordination with the Project Manager
Project Support
- Contribute to information management for what concern TVET courses, university programs and internship, working with all implementing partner for collection of documents (attendance lists, certificates, internships evaluations, etc) and maintain an update filing system
- Provide technical support to the team and implementing partner for what concern employment development for youth, including organizing meetings and sectoral tables with partners and stakeholders, and support workshops, internships, and career services organizations
- Prepare activities reports and contribute to narrative progress reports and presentations
- Work with the Project Manager to conduct project assessments, studies, and research
- Perform other duties and tasks as requested by the Project manager

The collaborator is required to have flexibility and adaptability for tasks changes or integration that might emerge due to local needs and to the effort of inserting his/her actions in the wider context of CUAMM presence in Sierra Leone, to foster coherence and continuity among current and future projects.
Position Requirements:
- University Degree preferably in M&E, Statistics, Social Sciences or related fields
- Minimum 3 years of working experience in M&E positions or in project implementation, preferably in the fields of higher education or youth employment
- Proven skills in quantitative and qualitative data collection, management, and analysis
- Proficient in Microsoft package and knowledge of digital data collection tools
- Excellent organizational and communicational skills
Essential Skills
- Willingness to travel to project locations and give support when required
- Understanding of log frames, Theory of Change, and results frameworks.
- Coordinate with teams, partners, and communities; document lessons learned.
- Ensures high-quality data collection, documentation, and reporting.
- Ability to collect, clean, and analyze data for tracking project performance
- Excellent communication, writing and strong analytical skills
- Good interpersonal skills, with the ability to remain calm under pressure
- English fluency
