As poverty  continues to be complex and dynamic, ActionAid Sierra Leone commences its new Country Strategic Paper in 2024 which focuses on three (3) Programme  Priorities: Inclusive and Empowering Education to foster diverse opportunities, inclusive and participatory governance for sustainable development, and Climate  Resilience and Sustainable Livelihood. In Sierra Leone, ActionAid works with poor communities and local partners in the Western Area, Kambia, Bombali,  Tonkolili, Kono, Bo, and Moyamba called Local Rights Programmes (LRPs). 

About the project 

ActionAid Sierra Leone is implementing a 30 month (2 years 6 months) project – from July 2024 to December 2026r This projected is funded by UNICEF and it  is titled “Expanding cross sectoral opportunities for the empowerment of adolescent girls and reduction of teenage pregnancy and child marriage through  gender-transformative engagements and social protection (Cash+) programmes”. The project is part of the UNFPA-UNICEF Global Programme to End Child  Marriage (GPECM), focuses on enabling girls at risk of child marriage to choose and direct their own futures, supports households with positive social norms  change, and strengthens systems that deliver services to adolescent girls, in Pujehun, Bombali, Koinadugu, Kambia, and Tonkolili. To effectively implement this  project, ActionAid Sierra Leone (AASL) is looking for qualified, experienced, and self-motivated persons to fill the following positions:  


Position: Monitoring Evaluation Accountability and Learning Officer (1) 

Reports to: Monitoring Evaluation Accountability and Learning Manager 

Supervises: No One 

Location: Bombali with travel to the field as required

Duration: 30 months 

Job Purpose: This role will be responsible for the successful monitoring, evaluation and learning of the UNICEF funded Project, “Expanding of cross sectoral  opportunities for the empowerment of adolescent girls and reduction of teenage pregnancy and child marriage through gender-transformative engagements and  social protection (Cash+) programmes” Project Team and the MEAL Manager to finalise and implement a monitoring, evaluation accountability and learning  (MEAL) framework for the project in line with the project’s log frame. 

Main/Specific Responsibilities: 

  • Support colleagues to embed MEAL systems and processes in their work. 
  • Ensure the project gathers evidence and uses learning to adapt, improve and advocate for change. 
  • Develop and coordinate MEAL activities across all levels of the project. 
  • Provide technical leadership on monitoring and reporting especially result-based monitoring and reporting 
  • Conduct, commission and manage research and evaluation processes 
  • Provide technical leadership in development and ongoing monitoring of the Work plan 
  • Document good practice and actively share learning  
  • Support project staff and partners with locally owned MEAL processes 

Person Specifications: 

  • Diploma in social sciences, Development studies or management 
  • At least 2 years of relevant experience from a reputable organization preferably at the management level is essential.
  •  Good understanding of education and children’s rights programming and a demonstrated commitment to promoting inclusive education and  accountability to communities, with a strong commitment to the project  
  • Substantial experience in designing monitoring, evaluation and learning systems, tools and processes in a development context
  • Experience of providing leadership, support and guidance on monitoring and evaluation across development programmes/projects
  • Applied knowledge of project cycle management including problem analysis, project design, financial planning and management, and monitoring and  evaluation 
  • Extensive knowledge of logical frameworks and results-based planning, monitoring and evaluation approaches, and demonstrated ability to coach  and train others in their use 
  • Proven practical experience in developing and using qualitative and quantitative data collection tools 
  • Experience in conducting, overseeing and/or managing evaluations / research and knowledge of different evaluation methodologies 
  • Excellent skills in information/data analysis, including consolidation and analysis of highly diverse data, and report writing.
  • Proven facilitation, training and capacity building skills, ideally in supporting partners or colleagues. 
  • Ability to work well in a team and cross-organisationally, establishing excellent relationships with colleagues from different functions across the  consortium. 
  • Ability to think and work proactively, creatively and strategically under pressure or when faced with competing demand Excellent data management, communication and organisation skills 
  • Confident and proficient in the use of MS Office
