About the Project:

 

This project, implemented in partnership with the Ministry of Basic and Senior Secondary Education (MBSSE), will engage communities, provide access to quality Early Childhood Development (ECD) services, and support young mothers’ education and income generation.

BRAC Sierra Leone NGO is seeking applications from competent, dynamic and self-motivated individuals to fill the following position in Sierra Leone NGO.

 

Project: Two Generation Approach
Job Title: Monitoring, Evaluation and Learning (MEL) Officer
Location: Country Office
Reporting to: Country Monitoring manager and Project Manager
Number of positions: 1

 

Purpose:

To monitor regular operation of the Two Generation Approach project, support in evaluation, data analysis, reporting and generate learning to ensure functional MEL system of the project.  

 

Key Responsibilities: 

  • Support programme team to develop and review log frame, develop M&E framework, MEL Plan, Monitoring and MIS data collection tools in collaboration with donor, BI monitoring team and project staff.
  • Carry out regular monitoring, ensure data collection by using data collection tools for monitoring and MIS reporting as per BI monitoring SoP.
  • Carry out or commissioning baseline, and evaluation surveys; develop and monitor project management plan to systematically document performance.
  • Analyze and aggregate data, data validation and sharing findings and field reports with management for decision-making, progress tracking by generating information against indicators, and ensure quality of the implementation.
  • Capture and document challenges, lessons learned and best practices through regular field visits and provide recommendations to the programme team for better implementation and follow up the recommendations in the next visit.
  • Ensure a unified approach to partner self-assessment and programmatic close-out reporting.
  • Any other duties as maybe assigned by the Program Manager.

 

Person Specifications:

  • Formulating of Research Proposal, instrumentations, data collection, and report writing
  • Teaching research methodology/ Economics
  • Reviewing of dissertation/thesis and other research reports
  • Analyzing statistical data/economic data/demographic and population (family planning) trends
  • Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies
  • Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines.
  • Ability to synthesize complex information and communicate it effectively to diverse audiences; ability to design and implement efficient workflows and procedures.
  • Fluency in English; excellent written and oral communication skills, including facilitation and cross-cultural communication.
  • Strong attention to detail, organization. and time management skill

 

Safeguarding Responsibilities:

    • Establish a safeguarding culture across all the levels of the project by implementing the safeguarding policy.   
    • Ensure that team members are appropriately trained, supported, and have access to resources regarding issues that are identified, and actioned in accordance with the safeguarding policy and procedure.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
  • Establish monitoring system to collect data against safeguarding related KPIs by conducting interviews of teachers, staff including participants. 

 

Educational Requirements:  

Bachelor’s degree in Social Science/Development Studies /Education management/Early Childhood Development/ related field

 

Experience Requirements: 

  • Minimum of five years of experience working in the field of monitoring and evaluation
  • Proven success in designing, implementing, and operating M&E systems. 
  • Experience in strategic planning and performance management, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
  • Experience in planning and managing surveys, developing and refining data collection tools, and with data quality assessments and oversight.
