Job Description



The Christian Health Association of Sierra Leone (CHASL) invites applications from suitably qualified Sierra Leonean candidates for the position of Programme Manager. This senior position requires a results-oriented professional with technical expertise and practical experience in Nursing, Midwifery, Public Health, or Health Services Administration. Additional background in accounting, finance, human resources management, and project management is essential.

Role Overview:

The Programme Manager will join a dynamic team and report to the Chairperson of the Executive Board. They will be responsible for providing strategic leadership for CHASL’s management, financial oversight, governance, compliance, and reporting.

About CHASL:

CHASL is an ecumenical association of church-owned health facilities, the second largest provider of health services in Sierra Leone, focusing on remote and hard-to-reach areas. CHASL aims to promote high-quality, affordable, and accessible Christian health care, facilitate networking among health facilities, and support efforts to meet common health and resource needs.

  1. Programme Delivery, Leadership, and Supervision:

   – Lead program execution and provide guidance to technical and regional committees.

   – Monitor service delivery to meet financial, administrative, and program goals.

   – Ensure quality assurance in all CHASL health facilities and training institutions.

   – Support health coordination offices in supervising health facilities.


  1. Resource Mobilisation, Utilisation, and Reporting:

   – Mobilise resources for quality health care services and pre-service training.

   – Ensure resources are used in compliance with donor policies and procedures.

   – Provide timely and accurate reporting to development partners and the CHASL Executive   Board.


  1. Capacity Building in Health Care Management and Delivery:

   – Plan and manage health care delivery and pre-service training.

   – Provide technical support in planning and management.

   – Coordinate capacity-building initiatives for health management teams.

   – Establish effective governance structures for service delivery.

   – Facilitate accreditation of health facilities and training institutions.


  1. Advocacy, Networking, and Partnership Building:

   – Represent CHASL in health services and technical working groups.

   – Participate in CHASL advocacy and research activities.

   – Advocate for equitable access to health care services.

   – Promote networking and partnerships for CHASL.

   – Ensure availability of medicines, supplies, and human resources in CHASL institutions.

   – Manage membership liaisons and meet CHASL’s monitoring and evaluation requirements.

Qualifications and Experience:

  • Master’s Degree in Health Services Management, Planning, Nursing, or Medicine with a bias in Health Care Planning and Management.
  • Five years’ experience in health care service management, quality assurance, and supportive supervision.
  • Experience in resource planning, mobilisation, and management of donor-funded projects.
  • Knowledge of results-based management and performance appraisal.
  • Ability to work in a diverse team and manage international health and development programs.
