The Ministry of Lands, Housing and Country Planning (MLHCP), through the Ministry of Finance has received financing from the World Bank towards the cost of the Sierra Leone Land Administration Project (SLLAP), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include “To Support the development of Drafting Instructions for survey related land laws”. The estimated level of effort (professional staff-months) for this assignment is two and a half (2.5) months. Implementation is expected to commence on the 18th of August, 2023 and ends on the 3rd of November, 2023.

The Ministry of Lands, Housing and Country Planning (MLHCP) through the Sierra Leone Land Administration Project (SLLAP) now invites eligible consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information, demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Relevant Academic Qualification
- Relevant Work Experience
Criteria related to required qualifications and experience of the Consultant Include:
- A. Masters’ degree in surveying or related field
- At least 10 years’ experience in cadastral surveying, land administration, and land tenure including customary land tenure.
- Experience working on land law and land administration issues in Sierra Leone preferably or sub-Saharan Africa.
- Excellent research, analytical and writing skills.
- Licensed surveyor/ GIS expert with experience in developing policy framework for surveying in Sierra Leone preferably or sub-Saharan Africa.
- Experience in the practice of mass registration of properties at scale based on both general boundaries principles and fixed boundaries principles.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations.
A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the Procurement Regulations.
