RECRUITMENT OF A CIVIL/STRUCTURAL ENGINEERING FIRM TO DESIGN, PREPARE TENDER DOCUMENTS AND MONITOR THE CONSTRUCTION OF AN ULTRA MODERN CLINIC AT WATERLOO COMMUNITY HEALTH CENTER, WATERLOO – WESTERN RURAL DISTRICT AREA

AIDS Healthcare Foundation (AHF), the largest global AIDS organization, currently provides medical care and/or services to 1,583,078 individuals in 45 countries worldwide in the US, Africa, Latin America/Caribbean, the Asia/Pacific Region and Eastern Europe.  

 

AHF registered in July 2011 as an International Non-Governmental Organisation (INGO) in Sierra Leone to support government in providing FREE HIV and AIDS treatment and care; the first INGO to provide Antiretroviral Treatment (ART) services in the country. AHF started its first ART clinic at Jenner Wright Clinic, Freetown in September 2012 and currently supports twelve clinics in – Jenner Wright, Waterloo, Kenema, Panguma, Bo, Makeni, Connaught, UMC Kissy, Moyamba, Magburaka, Cottage HIV Clinics and a Wellness Clinic.

The Country Program now invites eligible Engineering firms ("Consultants")   to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Service.

1. OBJECTIVE OF THE ASSIGNMENT

To assess, design, prepare tender documents, prepare Bill of Quantities and monitor the construction of an Ultra-Modern Clinic.

3. SCOPE OF WORK

The professional services to be provided shall include but not limited to the following:-                       

1. Carry out site assessment and detailed Survey of the proposed building

2. Preliminary & detailed engineering design and preparation of related drawings

3. Produce suitable architectural design and working drawings for concept as

advised by client (AHF SL). 

4. Preparation of detailed cost estimates.

5. Prepare tender Documents including Conditions of the Contract, Specifications, and Drawings and corresponding Bill of Quantities for the accomplishment of such works

6. Provision of assistance in tendering process

7. Carry out Bid Evaluation in conjunction with a panel as set up by AHF SL and submit recommendations for award of contract.

8. Produce a project plan (schedule of work) for proper monitoring.

9. Bear full responsibility for the overall monitoring of the project at all times, with a view to ensuring that standard materials and quality workmanship is used throughout the execution of the project.

10. Supervision of construction works, controlling quality and; time & cost management

11. Evaluate work done and prepare relevant periodic invoice of work and prepare reports fortnightly including photographs and appraisal report submission to AHF SL

12. Provision of Services during Defects Liability Period

 

3. TIMEFRAME

 

The contract will last for six (6) months from February to July 2022. 

 

4. QUALIFICATION REQUIREMENTS

Interested firms must provide information required and meet the following minimum qualifications (mandatory) to be shortlisted:

 

1. Provide Company Profile of the firm including names and addresses

2. Provide Constitutional/Registration documents in English and commissioned by a 

Commissioner of Oaths; The Company must have been registered for 6 years from 

the date of submission of the EOI.

3. Appropriately qualified and skilled personnel with over 5 years relevant 

experience; Provide professionally qualified staff, registered by the relevant 

professional bodies in Sierra Leone; who must include an experienced team leader, 

Contract Specialist, Quality Control Engineer, Engineering surveyor, civil engineer, structural Engineer and an Architect.

4. Demonstrated experience of minimum 5 years comprising of carrying out studies, 

investigations and engineering designs of buildings; Provide evidence of at least 2 projects carried out; relevant experience in development, design and supervision of similar construction works  by providing details of similar assignments giving the name and contact address of the client, value of assignment and period covered to undertake assignment;

5. The firm should have existing physical infrastructure/resources to support 

the work such as an equipped office, survey equipment, relevant testing facilities
