TERMS OF REFERENCE (ToR) FOR THE FABRICATION AND INSTALLATION OF VISIBILITY SIGNPOSTS & POSTERS_BEmONC CONSTRUCTION_ECRHS III PROJECT.
BACKGROUND:
CARE-SL with funds from the German Cooperation (KfW) and in collaboration with the Ministry of Health (MoH) has been implementing the Epidemic Control and Reinforcement of Health Services (ECRHS) from 2015 (Phase I) to 2025 (Phase III). Phase I was a respond to the Ebola insurgent in the country, while Phase II emphasized post-Ebola intervention to support the Ministry of Health and Sanitation to strengthen the health systems.
The aim of the of the Phase III program is gear toward strengthening the heath system that aligns with the Ministry of Health (MoH) plans to achieve universal health coverage that can reach all inhabitants of Sierra Leone, in addition to reducing mortality rates during childbirth, both for women and newborns, and for children under five (5) years old. There are three (3) main outputs of the project.
Output 1: Epidemic control system is in place and functional in the target districts (seven northern districts and one southern district)
Output 2: Access to reproductive health services in target districts of Sierra Leone improved.
Output 3: A well-functioning Basic Emergency Obstetric and New-born Care (BEmONC) Centre is constructed and running in Mambolo, Kambia
Some aspects of the project have phased out with Output 3 as the major outstanding activity to be implemented.
OBJECTIVE:
The primary objective is to fabricate and install visibility boards that provide information on the proposed BEmONC facility to be constructed at Malambay Community, Mambolo Chiefdom, Kambia District.
JUSTIFICATION:
Visibility forms a critical and important factor in project implementation. It is a mode of communication that summarizes what the implementing partner intends to do or has done. It also gives directions on the location where the project is been implemented.
SCOPE:
The scope of the engagement includes.
- Fabrication of two (2) signboard/billboards as per design and specifications to be provided.
- Excavation to a depth of 1.5m below ground level. In the case where the depth cannot be achieved, the vendor is expected to provide additional braces as advised by CARE-SL rep.
- Installation of two signboards/billboards at specific locations namely Mange Junction and Malambay community.
- Preparation of banner at CARE Freetown Headquarter Entrance Gate Walls for placement of banner(s), this should include site visit preparation and cleaning.
- Design, print and placement of signboard/billboard banners with wordings/pictures as provided by CARE-SL.
- Engagement of local/ district/ council authorities and payment of related fees on behalf of CARE for a period and providing payment receipt to CARE
- Any other related action or activity that will help deliver the sign boards and their visibility in their required location.

- Fabrication and Installation of signboards/billboards including sites preparation, clearing
and cleaning
- Designing, Printing high quality readable posters and installation at specific locations.
- Final Activity Report including all technical information needed.
- Any other needed/relevant action related to this activity.
