Summary:
The U.S. Mission in Sierra Leone is seeking eligible and qualified applicants for the Millennium Challenge Cooperation Program Assistant Position  in the Millennium Challenge Cooperation office.

Duties

 

The Administrative and Program Assistant Coordinates among Millennium Challenge Cooperation (MCC) Washington, Embassy staff, and local public and private partners to set up a new MCC office at post. Subsequently, under the supervision of the Resident Country Director (RCD), responsible for administrative and routine program functions related to MCC operations in Sierra Leone. Assists MCC Washington to work with post management to determine office budget, procure housing, official vehicles, and office equipment, and hire other LE Staff. Gathers and compiles information from host country partners; prepares and disseminates recurring reports, briefing papers, and background information on topics relevant to the Compact program. Manages all office procurement requests and maintains appropriate records; coordinates installation and maintenance of office equipment; monitors and maintains office supplies and materials. Establishes and maintains all filing systems (listings, contracts/grants, cooperative agreements, legal correspondences, etc.) and computer databases, making sure that all reference material and forms are available and current and that files are safeguarded.

 

Qualifications and Evaluations

Requirements:
All selected candidates must be able to obtain and hold a:

    • Valid Security certificate
    •  Valid National Identification Card

All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.
Selected candidate must be able to begin working within a reasonable period of time FIVE Weeks  upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Education Requirements:
Completion of two years university level studies.

Qualifications:
Experience:

Minimum of three (3) years of progressively responsible experience in office management, administrative or secretarial support, or program management support is required.

Language: 

English:
Level 3 – Good working knowledge; speaking, reading & writing
 (This will be tested).

Good working knowledge of Krio is required.

Job Knowledge:

Thorough knowledge of business principles, concepts, and methodology involved in administering document and data management systems and other aspects of an office environment is required.

 

Skills And Abilities:

Demonstrated oral and written communication skills and the ability to work in a fast-paced and complex office environment and to effectively take on and complete multiple tasks in a team environment. Strong organizational skills, ability to organize files systemically and consistently. Ability to use software applications such as Microsoft Word, Excel, Outlook, etc. Must have keyboard skills at intermediate level

ADDITIONAL EMPLOYMENT CONSIDERATIONS

The following apply to EFMs, USEFMs, and AEFMs only:

    • Current employees who used a hiring preference to gain employment who are within their first 90 calendar days of employment are not eligible. This does not apply when the hiring mechanism is TEMP or the work schedule is intermittent or irregular.
    • Candidates with a hiring preference who have already accepted a conditional offer of employment may NOT be extended a second conditional offer of employment unless and until they withdraw their candidacy for the first position in writing.

The following apply to Locally Employed (LE) staff only:

    • Current employees serving a probationary period are not eligible.
    • Current employees with an Overall Summary Rating of Needs Improvement, Unsatisfactory, or an MBC score of less than 100 points on their most recent Employee Performance Report are not eligible.
