Consultancy Services for the Development of the NaCCUA Human Resources Policy and Handbook 

  1. Background and Institutional Context 

The National Cooperative Credit Union Association of Sierra Leone (NaCCUA–SL) is the Apex body for Credit Unions in Sierra Leone, mandated to provide supervision, coordination, advocacy, and capacity  building services to affiliated credit unions nationwide. 

NaCCUA has maintained a long-standing and strategic partnership with the Irish League of Credit Unions  Foundation (ILCUF), supporting the development, strengthening, and sustainability of the credit union  movement in Sierra Leone. This partnership has matured to a stage where ILCUF is assessing NaCCUA’s  readiness to become an Implementing Partner, a key milestone in the transition of services, responsibilities,  and staff from ILCUF to NaCCUA. 

A core requirement for Implementing Partner status and transition readiness is the existence of robust  institutional policies and systems, including a comprehensive and compliant Human Resources (HR) Policy  and Handbook. 

Currently, NaCCUA operates with five (5) staff members, including a General Manager. Under the proposed  Transition Plan with ILCUF, NaCCUA projects a gradual scale-up to seventeen (17) staff members by the end  of 2028. This growth necessitates a professional HR framework that supports staff recruitment, performance  management, compliance with labor laws, staff welfare, and organizational sustainability. 

NaCCUA has an existing draft HR Handbook, which requires professional review, refinement, alignment with  best practices, and finalization. NaCCUA therefore seeks to engage a qualified HR Consultant to lead the  development of a comprehensive HR Policy and Handbook. 

  1. Objective of the Consultancy 

The overall objective of this consultancy is to: 

Develop a comprehensive, compliant, and donor-aligned Human Resources Policy and Handbook that  strengthens NaCCUA’s institutional capacity and supports its transition to an Implementing Partner with  ILCUF. 

  1. Scope of Work 

The Consultant will be responsible for reviewing, developing, and finalizing the NaCCUA HR Policy and  Handbook. The assignment shall include, but not be limited to, the following tasks:

3.1 Review and Assessment 

  • Review existing NaCCUA HR documents, including the draft HR Handbook. 
  • Assess current HR practices, staffing structure, and future staffing projections. 
  • Review relevant national labor laws and regulations, including: 

Sierra Leone Labour Laws 

NASSIT pension requirements 

PAYE and tax compliance 

End-of-service provisions 

  • Review ILCUF and donor expectations relating to HR governance and implementing partnership  standards. 

3.2 Policy Development and Refinement 

Develop and/or refine policies covering, at a minimum, the following areas: 

  • Organizational structure and job classification 
  • Recruitment, selection, and onboarding 
  • Employment contracts and probation 
  • Performance management and appraisal systems 
  • Training, capacity building, and staff development 
  • Code of conduct and disciplinary procedures 
  • Staff remuneration, benefits, and allowances 
  • Leave policies (annual, sick, maternity/paternity, compassionate, etc.) 
  • Working hours, overtime, and flexible working arrangements 
  • Occupational health, safety, and welfare 
  • Gender equality, diversity, and inclusion 
  • Safeguarding, harassment, and grievance mechanisms 
  • End-of-service benefits and staff exit procedures 
  • Compliance with national labor laws and donor standards 

3.3 Alignment with Transition and Growth 

  • Ensure the HR framework supports NaCCUA’s growth from 5 to 17 staff by 2028. 
  • Embed systems suitable for an implementing partner role, including accountability, transparency, and  performance-based management. The consultant will be guided on this. 
  • Ensure compatibility with donor-funded project environments.

3.4 Validation and Finalization 

  • Facilitate consultations with NaCCUA Management, Board, as well as ILCUF Management. Incorporate feedback from NaCCUA, ILCUF, and key stakeholders. 
  • Deliver a final, Board-ready HR Policy and Handbook. 
  1. Deliverables 

The Consultant shall deliver the following: 

  1. Inception Report outlining methodology, work plan, and timelines 
  2. Reviewed and Revised Draft HR Policy and Handbook 
  3. Final HR Policy and Handbook, incorporating all feedback 
  4. Executive Summary highlighting key policies and compliance considerations 
  5. Editable electronic versions (MS Word) and one print-ready PDF version 
  6. Duration of the Assignment 

The consultancy is expected to be completed within 35 weeks from the date of contract signing. 

  1. Consultant Qualifications and Experience 

The Consultant (individual or firm) should meet the following minimum qualifications: 

  • Advanced degree in Human Resources Management, Industrial Relations, Business Administration,  Organizational Development, or a related field 
  • Minimum 7 years of professional experience in HR policy development 
  • Proven experience developing HR policies for NGOs, Apex institutions, financial institutions, or  donor-funded organizations 
  • Strong knowledge of Sierra Leone labour laws and HR compliance 
  • Experience working with international donors or development partners is an advantage Excellent analytical, facilitation, and report-writing skills

7.2 Financial Proposal 

  • Detailed budget breakdown (professional fees, taxes, any reimbursable costs)

The Consultant will report directly to the General Manager of NaCCUA, with oversight from the NaCCUA  Board or a designated subcommittee where necessary.
