Background and purpose of the assignment. 

The Sierra Leone Red Cross Society (SLRCS) operates from its two-storey headquarters building located at 6  Liverpool Street, Freetown. Given the building’s age, usage, and exposure to environmental and operational  stresses, an exclusive renovation has recently been completed. However, there is a need to conduct a  comprehensive structural integrity assessment to determine its safety, stability, and suitability for continued  use. 

Objectives: 

General Objective 

To evaluate the structural integrity and safety of the SLRCS headquarters’ building and provide  recommendations for remedial actions if necessary. 

Specific Objectives 

Assess the current condition of all structural components (foundation, walls, columns, beams, slabs, roof,  etc.). 

Identify visible and latent structural defects (e.g., cracks, deflections, corrosion, and settlement).  Evaluate the building’s compliance with relevant structural and safety standards.  

Determine the load-bearing capacity and structural performance under current and potential loads.  Recommend appropriate interventions (repair, strengthening, or replacement).  

Provide cost estimates and prioritization of recommended actions.

Scope of Work 

The consultant/firm shall undertake, but not be limited to, the following tasks: Desk Review 

Review available architectural and structural drawings.  

Review previous assessment reports (if any).  

Review maintenance history and modifications.  

Field Inspection 

Conduct a detailed visual inspection of the building.  

Identify and document structural and non-structural defects.  

Map cracks and areas of deterioration.  

Inspect:  

Foundations (where accessible)  

Columns and beams  

Floor slabs  

Roof structure  

Staircases and load-bearing walls  

Material Testing and Investigation 

Perform non-destructive tests (NDT) such as:  

Conduct destructive testing where necessary (with approval), including:  Steel reinforcement assessment  

Soil/foundation assessment if signs of settlement are observed.  Structural Analysis 

Evaluate structural adequacy using appropriate engineering methods and software.  Assess load capacity against current and intended use.  

Check compliance with relevant building codes and standards.  Risk and Safety Assessment

Identify immediate safety risks.  

Categorize the building condition (safe, requires repair, unsafe, etc.).  

Recommendations 

Provide practical and prioritized recommendations, including:  

Immediate safety measures (if required)  

Repair and strengthening options  

Long-term rehabilitation strategies  

Provide preliminary cost estimates for recommended interventions.  

Deliverables 

The consultant shall provide: 

Inception Report 

Methodology  

Work plan and timeline  

Draft Structural Assessment Report 

Findings from inspection and testing  

Structural analysis results  

Identified defects and risks  

Final Structural Assessment Report 

Executive summary  

Detailed findings with photographs and drawings  

Structural evaluation results  

Clear recommendations  

Cost estimates and prioritization  

Conclusion on building safety and usability  

The assignment is expected to be completed within 2 weeks from the date of contract signing.

  

CONSULTANCY –TO CONDUCT STRUCTURAL INTEGRITY ASSESSMENT Internal 

Required Qualifications of the Consultant 

The assignment shall be carried out by a qualified firm or individual with: 

A degree in Civil/Structural Engineering.  

At least 6–8 years of experience in structural assessment of buildings.  

Proven experience in structural integrity assessments and rehabilitation design.  

Registration with a recognized professional engineering body.  

Experience in similar assignments in Sierra Leone or comparable environments is an advantage.  

Reporting and Coordination 

The consultant will report to the Secretary General (or designated focal person) of the Sierra Leone Red  Cross Society. 

Regular updates shall be provided throughout the assignment, including: 

Kick-off meeting  

Progress updates  

Validation workshop (if required)  

Facilities to be Provided by the Client 

The Sierra Leone Red Cross Society will: 

Provide access to the building and relevant documentation.  

Facilitate site visits and coordination.  

Assign a focal person for liaison.  

  1. Ethical and Safety Considerations 

The consultant shall adhere to professional and ethical engineering standards.  

All investigations shall ensure minimal disruption to operations.  

Safety protocols must be strictly followed during inspections and testing. 

  

CONSULTANCY –TO CONDUCT STRUCTURAL INTEGRITY ASSESSMENT Internal 

Payment Terms 

Payment will be made in installments based on deliverables: 

20% upon approval of inception report  

40% upon submission of draft report  

40% upon submission and acceptance of final report  

Proposal Submission Requirements 

Interested consultants/firms shall submit: 

Technical proposal (methodology, work plan)  

Financial proposal  

Company/individual profile  

Relevant experience and references  

Copies of professional certifications 

SLRCS is acquiring the services of an independent consultancy. SLRCS will not be liable for any social  security, or life insurance benefits of the consultant any of its assistants. The consultancy will be  responsible for covering any accidents or losses arising from its tasks. Any accident or loss will not be a  liability of the SLRCS.

Note: Bidding will be conducted through a national Competitive Bidding (NCB) procedure in  accordance with the Sierra Leone Red Cross Society procurement manual which is in line with National  Public Procurement Act 2016, and open to all eligible bidders defined in the Bid Document.
