Overview

With support from the Global Fund, World Vision International is implementing the Breaking Down Barriers Human Rights interventions through the National AIDS Secretariat (NAS) to reduce the impact of human rights violations on service delivery and uptake. The grant implementation period will run from July 1, 2024, to June 30, 2027. 

While human rights violations continue to significantly affect service uptake, the established redress mechanisms are now in place to address the challenges encountered. However, the lack of standardized tools and fragmented information flow, including delays in reporting, affects both the quality and timeliness of how redress mechanisms address complaints. 

As data accumulates, the importance of effective data management cannot be overstated. This highlights the need for electronic systems for human rights data collection and management.

We invite suitable applicants  with the necessary skills to review the existing documentation and reporting tools for Human Rights Implementation. This review will be conducted in collaboration with the Network of HIV Positives in Sierra Leone, civil society organizations, and NAS. The goal of the review is to harmonize tools, streamline information flow, and support the transition to an electronic documentation and reporting system from the field to national decision-making levels.

Objectives

  • To review and harmonize existing human rights documentation tools across partner organization, including NETHIPS, NAS, and Civil society organizations
  • To consult partner organizations and derive reportable indicators to be reviewed by the Global Fund TA on breaking down barriers to Sierra Leone
  • Transfer the documentation and reporting tools to an electronic data collection system such as CommCare 
  • Develop the database within the CommCare to host collected information  
  • Developed a dashboard that provides an at-a-glance view of relevant data elements collected periodically, as agreed by partners

Scope of work

Desk Review 

 Work with NAS and partner M&E teams to conduct a desk review to understand existing gaps in the current documentation and reporting systems 

Review of human rights implemented activities and proposed output and outcome indicators for discussion with broader stakeholders 

Developed a context-specific data reporting framework for discussion with stakeholders  

Develop user-orientation modules to facilitate a smooth transition from paper-based to an electronic reporting system.

Stakeholder consultations

Hold a series of consultations with the relevant stakeholders to harmonize existing tools, including streamlining information flow related to human rights activity documentation and reporting 

Review feedback provided by stakeholders based on desk review outputs, finalize and make a presentation for adoption by stakeholders 

Digitalization 

Program CommCare tools to be receptive for field data collection, and host data (Database) collected from the field

Convert all data systems documentation and reporting tools to an electronic format to operate on the CommCare platform using tablets.

Train peer-paralegals, complaint desk officers, field officers and M&E officers on the use of digital systems for both reporting and analysis 

Develop a Power BI-driven dashboard to capture selected data elements to enhance human rights activity implementation   

Conduct a pre-test with users on the developed system, including 6 weeks of post-test support 

 Deliverables

  • Submit a user guide for the developed system
  • Submit a user orientation module for staff and stakeholder training 
  • Submit a comprehensive report on the assigned task 
  • Automated functional dashboard 

Qualifications and Experience for the National consultant

  • Candidate must be a graduate from a recognized tertiary institution in Sierra Leone 
  • At least have a background in one of the following fields: computer science, computer engineering, health informatics, software development 
  • Candidate must have at least 7 years post qualification experience with three years focused on designing M&E systems 
  • Have a mastery in software development

  5. Knowledge of software, including CommCare or Similar software
  6. Tool development  

Application Requirements 

  • The candidate will submit a comprehensive CV reflective of experiences in completing related tasks  
  • The candidate will create a two-page technical proposal outlining the steps necessary to complete the assigned task, including a detailed work plan.
  • The candidate will submit a detailed financial proposal for the assigned task 
  • The candidate will share reports of two assignments led in the past five years, written in English
