REQUEST FOR A QUOTATION – COMMUNITY MANAGEMENT & COMMUNICATION SUPPORT SERVICES
Dear Sir, Dear Madam,
Geres is seeking quotations from qualified community manager & communication professional providers for a long-term assignment (1-year contract of service – renewable) in Sierra Leone.
I- Presentation of Geres and general background
Set up in 1976, Geres is a French development NGO working in Europe, Africa and Asia to improve living conditions and fighting against climate change and its impacts. Geres encourages the development and rollout of innovative, locally-based solutions, support territorial climate and energy policies and mobilize all stakeholders around Climate Solidarity, urging them to take action and stand up for the most vulnerable.
Geres arrived in Sierra Leone in May 2025 to implement a project financed by the Agence Française de Développement (AFD) called: Energy4Business. The overall purpose of this project is to contribute to low-carbon economic development in Sierra Leone’s rural areas by expanding access to off-grid solar electricity, promoting inclusive productive users’ access to electricity, particularly in the agricultural sector and by improving energy efficiency.
As Geres is new in Sierra Leone and implements a new project, there is a need of an efficient communication about our brand and mission so people get to recognize Geres in Sierra Leone.
Our communication plan is axed in three main objectives:
Objective 1: Raise awareness of Geres in Sierra Leone within the development sector (NGOs) and in specific sectors: energy/climate, inclusion, and entrepreneurship. Ensure that key figures in the sector recognize and are familiar with Geres’s project(s) in Sierra Leone.
Objective 2: Report on the project’s progress.
Objective 3: Disseminate intervention models (by demonstrating their results/impacts) and ensure that these are taken into account by public and/or private authorities
II- Objectives of the Services
The objective of this assignment is to support Geres Sierra Leone in implementing its communication plan and achieving its communication objectives effectively.
III- Scope of the Services
The service provider will be responsible for:
- Creation and setup of a Facebook & a LinkedIN pages
- Management and moderation of the Facebook & LinkedIN pages (messages, comments, etc.) 3. Publication of at least one Facebook & LinkedIN post per week (minimum: one every two weeks).
- Production of professional videos and/or photos, or coordination with external service providers.
- Support in the development of communication materials (designs, visuals, etc.) and drafting of articles.
- Media engagement during events (including drafting press releases, etc.).
IV- Required Profile of the Service provider
The Service Provider shall be a qualified community manager or communication professional with proven experience in the field. Previous experience working with NGOs is highly desirable.
Demonstrated experience in professional photography or videography, along with proficiency in design tools such as Canva, InDesign, or Prezi, will be considered a strong asset.
V- Timeline of the Services
The assignment is expected to be started around 15th of June 2026 or earlier if possible.
VI- Quotation & Submission
Please provide a lump-sum (fixed) monthly fee in Leones for the delivery of the following baseline services:
– Minimum of three (3) posts per month on Geres’ Facebook page
– Minimum of two (2) posts per month on the LinkedIn page
– Management and moderation of the Facebook and LinkedIn pages
In addition, please provide unit lump-sum (fixed) prices in Leones for additional deliverables, to be defined on a monthly basis according to needs, such as:
– Creation and setup of a Facebook page
– Drafting of an article for the Geres France website or the SLANGO newsletter – Design of a banner visual using Canva
– Drafting of a press release and media outreach (media engagement) for a specific event All proposed costs must be inclusive of all applicable fees and taxes (15% GST and 6.5% WHT). *

Application should include:
A CV and/or company profile of the service provider/firm, including relevant experience demonstrating compliance with the requirements outlined in Article IV
A brief statement of motivation outlining the interest in working with GERES as a community manager and communication service provider
A portfolio of previous work, including examples of communication materials developed or activities carried out, such as:
- Screenshots of Facebook or LinkedIn posts created for other organizations • Articles previously published (with details on date and purpose)
- Events organized (including photos, objectives, and number of participants) • Press releases previously drafted
- Etc.

VIII. Contract
A 1year service contract renewable according to performance will be signed with the selected provider. Payment will be made monthly upon satisfactory delivery of all agreed objectives.
