Job Title: Solar-PV Installation Consultant  

Location: This position based in Freetown, Sierra Leone  

Supervision: Resident Malaria Advisor/Country Director 

Contract Type: Ten (10) working days consultancy  

GHSC-PSM in Sierra Leone: Supply Chain Systems Support to the Government of Sierra Leone The Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project  in Sierra Leone support Sierra Leone’s health system by ensuring sustainable availability of health  commodities through robust supply chain management, aligned with America First Global Health priorities  for health system resilience, equity, and efficiencies. It also collaborates with key international stakeholders  to support global health initiatives. The GHSC-PSM project supports the mSupply Hub at the Ministry of  Health’s Directorate of Pharmaceutical Services and the National Medical Supplies Agency and plans to  equip and install solar panels at the Hub to ensure reliable back-up electricity supply to the warehouse during power outages. 

Role Overview 

The Consultant will be responsible for conducting an assessment of the existing electrical consumption at  the Hub, including available space for solar panel installation, structural considerations, shading analysis,  and environmental risks, in order to develop an energy demand profile and solar-powered system sizing  requirements. The Consultant will then recommend the system type and develop clear technical  specifications of the equipment required to power the Hub.  

Key Responsibilities 

  • Conduct a site assessment of the location where the solar panels shall be installed. The assessment  will include a meeting with project stakeholders to understand the site usage, current electricity  consumption, connectivity, and energy needs. 
  • Identify any existing regulatory requirements under local law that may impact solar panel  installation at the site; and provide recommendations, if necessary, on how to comply with the  regulations.  
  • Evaluate the existing electrical infrastructure at the Hub, available installation area, structural  integrity, shading and solar exposure, and environmental conditions 
  • Assess current and projected energy demand and analyze daily and peak load requirements to  inform system sizing

  • Design an optimized solar PV system, including solar panel capacity (kW), battery storage  requirements, and recommend system configuration. The Consultant must ensure system design  prioritizes reliability, cost-effectiveness, and ease of maintenance. 
  • Prepare technical specifications for solar panels, batteries, and inverters and balance-of-system  components. The specifications must include minimum performance standards and quality  benchmarks, and recommendations for local Operations & Maintenance (O&M) planning to ensure  sustainability of the system installation beyond GHSC-PSM’s involvement. 
  • Provide a comprehensive list of solar equipment and accessories, including quantities, technical  ratings and specifications, and any ancillary components such as mounting structures, wiring, and  protection systems. This list must be structured for competitive procurement. 
  • Identify potential vendors that supply the equipment locally 
  • Ensure all designs and specifications align with the applicable international standards and safety  and electronical best practices. The Consultant should consider local regulatory requirements. Perform other duties and responsibilities as needed.  

Deliverables 

Deliverable 1: Site Assessment and Feasibility Report 

A written report (approximately 10-15 pages, excluding annexes) that includes: 

  • Executive summary of key findings and recommendations  
  • Site description and assessment methodology  
  • Existing electrical infrastructure assessment  
  • Current electricity consumption and load profile analysis  
  • Daily and peak demand estimates  
  • Solar resource, shading, and environmental assessment  
  • Structural assessment of proposed installation locations  
  • Regulatory and permitting considerations  
  • Identification of operational risks and constraints  
  • Preliminary recommendations on system configuration and sizing  
  • Photographic documentation of the site  
  • Annexes containing supporting calculations and assumptions 

Deliverable 2: Solar PV System Design and Technical Specifications Package A technical package that includes: 

  • Recommended solar PV system design and configuration

  • System sizing calculations (solar array, battery storage, inverter capacity)  
  • Single-line electrical diagram  
  • Draft equipment schedule and bill of quantities (BoQ)  
  • Draft technical specifications for all major equipment and balance-of-system components  Recommended minimum performance requirements and quality standards  
  • Installation requirements and applicable safety standards  
  • Recommended warranty requirements  
  • Recommended commissioning and acceptance testing procedures  
  • Draft recommendations for Operations and maintenance (O&M) plan, including:  o Routine maintenance requirements  

o Recommended maintenance intervals  

o Local capacity requirements  

o Recommended service provider support arrangements  

o Estimated annual O&M costs 

Deliverable 3: Presentation and Review Session 

  • Presentation of findings and recommendations to GHSC-PSM and relevant Ministry stakeholders.  Up to one round of revisions to deliverables based on stakeholder feedback 

Final deliverables shall be submitted in editable Microsoft Word and Excel formats and will be considered  complete upon review and acceptance by GHSC-PSM Country Director. The consultant shall incorporate  one round of consolidated comments from GHSC-PSM into the final deliverables, as appropriate.  

Required Skills and Qualifications  

  • Degree in electrical engineering, renewable energy engineering, energy systems, or a related field Licensed Professional Engineer (PE) or equivalent 
  • Professional certification in solar energy installation is an advantage  
  • 10+ years of experience in solar PV system design and installation 
  • Experience conducting site assessments and solar-installation feasibility studies for commercial,  industrial, or warehouse properties 
  • Knowledge of Sierra Leonean and international regulatory, compliance, and safety standards Strong analytical skills  
  • Computer skills in MS Word, Excel, Access, and other programs required 
  • Fluency in English required
