| Position Overview |
The Infrastructure Projects Manager is responsible for providing strategic leadership, technical oversight, and management of healthcare infrastructure, building construction, and WASH (Water, Sanitation, and Hygiene) projects, ensuring successful delivery within schedule, budget, safety, and quality requirements. The role oversees the full project lifecycle, including planning, design, procurement, construction supervision, testing, commissioning, handover, and operational sustainability.
The position provides technical leadership in the delivery of healthcare facilities and infrastructure systems, including building construction and rehabilitation, water supply, wastewater treatment, sanitation facilities, storm water drainage, and environmental infrastructure solutions. Working closely with PIH program teams, Ministry of Health counterparts, consultants, contractors, and other stakeholders, the role ensures projects meet healthcare standards, regulatory requirements, operational sustainability objectives, and infection prevention and control (IPC) needs.PIH seeks individuals committed to the mission and values (see PIH Values) of the organization to join the team. |
| Essential Duties and Responsibilities: |
Project Leadership & Coordination- Provide strategic leadership and direction to project teams throughout the project lifecycle, ensuring alignment with organizational goals, donor requirements, and stakeholder expectations.
- Supervise, mentor, and support project staff to strengthen technical capacity, professional growth, and team performance.
- Coordinate daily project operations, assign responsibilities, monitor deliverables, and ensure efficient implementation of activities.
- Coordinate multidisciplinary teams including architectural, civil, structural, MEP, biomedical, environmental health, IPC, and operational stakeholders throughout project implementation.
- Coordinate closely with clinical and operational teams to ensure infrastructure solutions support healthcare service delivery, infection prevention standards, patient safety, and operational continuity.
- Serve as the primary liaison between PIH, government ministries, district authorities, consultants, contractors, utility agencies, donors, and community stakeholders.
- Foster strong stakeholder engagement through regular communication, technical coordination meetings, and collaborative planning processes.
Engineering Design & Planning
- Lead or support the planning, architectural/engineering design, and coordination of healthcare building infrastructure and WASH systems.
- Oversee the design and planning of water abstraction, treatment, storage, distribution systems, wastewater treatment systems, sanitation infrastructure, and storm water drainage solutions.
- Oversee the design phase to ensure timely completion, technical quality, budget alignment, and compliance with applicable standards.
- Prepare and review technical drawings, engineering calculations, hydraulic models, Bills of Quantities (BoQs), technical specifications, and tender documents.
- Lead procurement and tendering processes, including preparation of technical bid documents, evaluation of contractor submissions, and support for contractor selection and contract awards.
- Ensure all designs comply with national regulations, WHO/IPC guidelines, environmental safeguards, and organizational infrastructure standards.
Project & Construction Management
- Plan, organize, and oversee project implementation from inception to completion, ensuring adherence to approved scope, schedule, quality, and budget.
- Draft, review, and administer construction contracts and subcontracts to ensure contractual clarity and compliance.
- Provide on-site supervision and oversight of contractors during healthcare facility construction, rehabilitation, expansion, and WASH infrastructure works.
- Oversee civil, structural, architectural, and MEP construction activities to ensure compliance with approved designs, technical standards, and project requirements.
- Ensure construction activities are executed according to approved drawings, technical specifications, safety standards, and environmental requirements.
- Conduct regular site inspections, technical reviews, progress meetings, and quality control assessments.
- Review contractor work programs, method statements, shop drawings, payment applications, change orders, claims, variation requests, and contractor performance evaluations.
- Develop and implement mitigation measures to minimize disruption to ongoing healthcare services during construction and rehabilitation activities.
- Implement proactive risk management and enforce project safety policies to maintain a secure working environment.
Testing, Commissioning & Handover
- Lead testing and commissioning activities for infrastructure systems, including water supply, pumping systems, storage tanks, distribution networks, wastewater treatment systems, and building services.
- Verify system functionality and performance against design parameters and operational requirements.
- Coordinate final inspections, snag list resolution, defects liability follow-up, and project closeout activities.
- Ensure completion and proper documentation of as-built drawings, operation and maintenance manuals, commissioning reports, and handover certificates.
Operations, Maintenance & Sustainability
- Provide technical guidance to ensure infrastructure systems are sustainable, energy-efficient, climate-resilient, and maintainable in low-resource settings.
- Support the development of preventive maintenance plans, standard operating procedures (SOPs), and emergency response plans.
- Train facility maintenance personnel on system operation, troubleshooting, and maintenance best practices.
- Support institutional capacity building through mentorship, development of infrastructure management systems, and standardization of project implementation processes.
Budget Management, Reporting & Quality Assurance
- Maintain strict financial oversight to ensure projects remain within approved budgets and financial targets.
- Oversee contractor billing, valuation processes, procurement coordination, and supplier contract management.
- Develop and maintain project schedules to ensure timely delivery of milestones and project objectives.
- Prepare detailed monthly and periodic reports covering project progress, financial performance, quality assurance, safety compliance, procurement status, and contractor performance.
- Maintain accurate engineering records, drawings, inspection reports, testing results, and asset documentation.
- Support donor reporting, regulatory compliance, and organizational quality assurance requirements.

| Education and Work Experience Requirements: |
Required Qualifications & Technical Competencies- Bachelor’s Degree in Civil Engineering, Water Engineering, Environmental Engineering, Construction Management, Project Management, or a related field. A Master’s degree will be an added advantage.
- Minimum of 8–10 years of professional experience in infrastructure project management, healthcare facility construction, civil works, and/or WASH infrastructure projects.
- Proven experience in healthcare facility construction and rehabilitation projects.
- Proven experience in design and supervision of water supply systems, wastewater collection and treatment infrastructure, sanitation systems, and testing and commissioning of civil and WASH infrastructure systems.
- Strong understanding of construction management, contract administration, project scheduling, quality assurance, and health & safety practices.
- Experience managing projects in active hospital environments while maintaining operational continuity.
- Experience working with consultants, contractors, vendors, government institutions, NGOs, and multidisciplinary design teams.
- Familiarity with healthcare Infection Prevention and Control (IPC) requirements related to infrastructure and WASH systems.
- Experience working in low-resource or humanitarian settings, preferably in Sierra Leone or similar contexts.
- Registration or eligibility for registration as a professional engineer is an added advantage.
Technical Skills & Software- Proficiency in project management and scheduling tools such as Microsoft Project, Primavera P6, Jira, Trello, or similar platforms.
- Ability to manage project schedules, task tracking, reporting, and workflow coordination using digital project management tools.
- Proficiency in Microsoft Office Suite, particularly Excel, Word, and Outlook.
- Proficiency in AutoCAD for preparation and review of technical drawings.
- Working knowledge of engineering and construction software such as Bluebeam, Revit, Civil 3D, EPANET, WaterGEMS/SewerGEMS, QGIS, or other hydraulic and infrastructure modeling tools is an advantage.
- Experience using PDF editing and document management software such as Adobe Suite.
- Ability to interpret survey data, engineering calculations, technical reports, drawings, and specifications.
