POSITION SUMMARY:
The purpose of this consultancy is to provide targeted technical assistance and advisory support for the effective implementation, monitoring, and optimization of Global Fund-supported KP and community HIV services in the target districts, ensuring alignment with national guidelines, Global Fund performance frameworks, and contributing toward targets for testing, Prevention, PrEP, and viral suppression
PRINCIPAL RESPONSIBILITIES:
- Provide technical support to strengthen KP-friendly HIV prevention, testing, care, and treatment services across the five target districts.
- Design and facilitate technical support, coaching, and performance follow-up for community volunteers, including Mentor Mothers, Expert Clients, and Peer Educators, to improve service quality and accountability.
- Support the planning, implementation, and monitoring of age-appropriate support groups and interventions for female adolescents living with HIV, including those from KP backgrounds.
- Provide targeted technical assistance to KP CSOs to improve viral load testing coverage, result return, and use of data for service improvement across the five districts.
Support any other relevant tasks as requested by your supervisor.
ESSENTIAL:
- A first degree in Public Health, Medicine, Social Sciences, or another relevant field.
- At least one year of relevant experience supporting HIV programs; experience in Key Population programming, community-based service delivery, and Global Fund-supported programs will be an added advantage.
- Demonstrated technical experience in viral load optimization, adolescent HIV programming, and support to community volunteer platforms, including Mentor Mothers, Expert Clients, and Peer Educators.
- Strong knowledge of Sierra Leone’s HIV response landscape, service delivery structures, and health system context.
- Proven ability to work independently, manage multiple tasks, and deliver high-quality reports and practical recommendations within agreed timelines.
- Excellent facilitation, communication, coordination, and report-writing skills.
- Fluency in English; knowledge of local languages, including Krio, is an advantage.

- Project HOPE employees work in the global health field and may be required to travel or work in countries where working conditions are classified as “hardship”.
