Position Overview
The Quality of Care Manager provides strategic and operational leadership to all the components of the broad spectrum of quality of care management at PIH-SL, including Patient Safety, Patient Satisfaction, Clinical Risk Management, Quality Assurance, Regulatory and Accreditation Management, Quality Audit/control, Clinical Quality Intelligence, and Quality Improvement (QI), Performance Measurement and Reporting across PIH-supported health facilities.

The role serves as the primary organizational lead responsible for strengthening systems that improve patient outcomes, reduce preventable harm, promote evidence-based healthcare, and ensure adherence to national and international standards of care.

The Quality of Care Manager works closely with facility leadership, clinical teams, Ministry of Health counterparts, Strategic Health Information Systems (SHIS) including Research and M&E, and Program teams to ensure that quality-of-care decisions are informed by reliable evidence and translated into measurable improvements in clinical outcomes and service delivery.

The position directly supervises the Quality Management team including QI  Officer and provides overall leadership to the quality functions for PIH-SL.

Essential Duties and Responsibilities: 
Key responsibilities:

Clinical Risk Management

  • Provide strategic oversight of clinical risk management systems across PIH-supported facilities. 
  • Maintain oversight of the Clinical Quality and Patient Safety Risk Register and ensure significant risks are identified, escalated, and mitigated appropriately. 
  • Ensure effective systems are in place for incident reporting, investigation, learning, and implementation of corrective actions. 
  • Advise leadership on emerging clinical risks, patient safety concerns, and priorities for quality improvement. 

Clinical Governance

  • Lead implementation of the PIH-SL Quality of Care Framework aligned with Ministry of Health priorities. 
  • Provide leadership to quality governance structures, committees, and review processes. 
  • Promote adherence to evidence-based standards, clinical guidelines, and quality policies. 
  • Foster accountability and continuous improvement for quality outcomes across facilities. 

Patient Safety

  • Lead organizational patient safety initiatives and promote a just culture of learning and accountability. 
  • Ensure effective systems for reporting, investigating, and learning from patient safety incidents. 
  • Monitor patient safety performance and oversee implementation of risk-reduction actions. 

Quality Improvement Oversight

  • Provide leadership and strategic oversight for quality improvement activities across PIH-supported facilities. 
  • Ensure improvement efforts are aligned with organizational priorities and informed by quality data. 
  • Supervise and mentor quality improvement personnel and promote use of recognized improvement methodologies. 

Clinical Quality Intelligence

  • Lead the development and use of clinically meaningful quality indicators and performance measures
  • Collaborate with SHIS, Research, and M&E teams to strengthen quality reporting and analysis
  • Review quality and outcome data to identify trends, risks, and opportunities for improvement
  • Ensure quality intelligence informs clinical and organizational decision-making

Quality Assurance

  • Strengthen systems that monitor compliance with clinical standards, policies, and regulatory requirements. 
  • Oversee routine quality assessments and reviews across clinical services. 
  • Ensure identified gaps are addressed through corrective action and follow-up.

Clinical Audit

  • Provide oversight of the organizational clinical audit programme. 
  • Ensure audits address priority clinical quality and patient safety issues. 
  • Monitor implementation of audit recommendations and resulting improvements. 

Accreditation and Compliance

  • Lead organizational readiness for accreditation and external quality assessments.
  • Coordinate compliance with national regulatory requirements and recognized quality standards.
  • Monitor corrective actions arising from inspections, audits, and accreditation reviews.

Capacity Building

  • Strengthen organizational capacity in quality improvement, patient safety, and risk management through training, mentorship, and coaching. 
  • Support development of quality champions and multidisciplinary improvement teams.
  • Promote a culture of continuous learning, patient-centered care, and quality excellence. 
Education and Work Experience Requirements: 
  • Master’s degree in a clinical health-related discipline 
  • Healthcare Risk Management Certification or equivalent is a must
  • Minimum 5 years of experience leading healthcare or hospital-based quality and patient safety projects with demonstrated leadership in the areas of Quality Improvement, Patient Safety, Risk Management
  • Demonstrated knowledge of quality improvement methodologies, patient safety methodologies, organization of clinical services, clinical workflow, data management and reporting, and patient engagement
  • Track record of relevant peer-reviewed publications relevant to QoC Management domain. 
  • Excellent analytical, problem-solving and decision-making skills with the ability to identify trends, establish benchmarks, as well as provide credible analysis and recommendations
  • Excellent communication and interpersonal skills 
  • Experience working both independently and in a team, demonstrated evidence of collaborative environment is essential 
  • Excellent organizational skills, able to work effectively under pressure, to identify objectives and work successfully towards deadlines
  • Excellent leadership skills with the ability to coach, mentor and motivate
  •     Ability to live and work in a remote area in a resource-constrained environment
  •     Demonstrated working knowledge of spoken and written English, with strong written and oral presentation skills, alongside excellent IT skills
