CALL FOR CONSULTANCY SERVICES
Doctors with Africa CUAMM operates in Sierra Leone since 2012, its mission is to enhance access to quality primary and secondary health care with a specific attention to maternal and child health care by using the network of CHWs as well, nutrition, communicable and non-communicable diseases’ prevention, diagnostic and treatment services.
Doctors with Africa CUAMM works to save lives by combating hunger and diseases that threaten the lives of vulnerable communities, through nutrition, food security, water and sanitation, health and advocacy.
Title of the intervention: Scaling-up Diabetes and hypertension Management in Strengthening Sierra Leone Health System
Contract Duration: 6 weeks
Intervention Area: Western Rural, Western Urban and Pujehun District
Donor: World Diabetes Foundations (WDF)
Key partners: Ministry of Health (MOH), College of Medicine & Allied Health Sciences (COMAHS), District Health Management Team, (DHMT) and Hospital Management teams.
Reporting to: CUAMM MEAL Specialist, M&E Coordinator, Project Manager and Project Manager Assistance
Objective of the Survey
At the project’s start, Doctor with Africa-CUAMM conducted a baseline Knowledge, Attitudes, and Practices (KAP) survey to establish benchmarks for implementation, with key findings used to inform programming.
At project end, Doctor with Africa-CUAMM plans to conduct a KAP end-line survey to assess changes in knowledge, attitudes, and practices among people aged 18+.
The survey findings will inform CUAMM, the project team, Ministry of Health (MoH), College of Medicine and Allied Health Sciences (COMAHS), and district stakeholders about key behavioural changes in the target communities and districts.
Objectives of the consultancy and scope of work
The KAP survey will aim, but not be limited to:
- Measure knowledge levels among people aged 18+ regarding diabetes and hypertension, including their understanding of causes, symptoms, complications, prevention, and management.
- Assess practices among people aged 18+ related to diabetes and hypertension, including prevention, and management.
- Determine attitudes among people aged 18+ toward the prevention and management of diabetes and hypertension within the target population.
- Identify barriers, misconceptions, and myths among target beneficiaries that hinder the prevention and management of diabetes and hypertension, as well as related lifestyle practices.
The end line survey will provide comprehensive data on knowledge levels, attitudes, and practices. This will help the CUAMM team, Ministry of Health (MoH), College of Medicine and Allied Health Sciences (COMAHS), and other stakeholders assess the effectiveness of the project intervention in driving behavioural change among target groups in the project areas.
The end-line survey will be conducted by a consultant. CUAMM’s M&E team, led by the National Coordinator, will work closely with the consultant to provide monitoring and ensure compliance with the responsibilities and conditions outlined in the terms of reference.
General Responsibility of Consultant
The consultant will be responsible for the implementation and the overall quality of the end-line survey, from data collection through to final reporting.
The selected consultant must submit a draft proposal outlining their planned approach to conducting the survey. This should include a proposed methodology for gathering data and delivering results.
Specific Tasks of the consultant during the assessment:
- Desk Review and Context Analysis
- Review baseline KAP survey report and tools
- Review national NCD policies, strategies, and guidelines
- Review relevant global frameworks (e.g., World Health Organization NCD Global Action Plan)
- Analyse project monitoring data and intervention reports
- Inception report preparation
- The consultant will develop and submit an inception report detailing:
- Refined objectives
- Detailed methodology – including study design
- Sampling framework – including sample size and sample technique (shall be aligned to baseline sampling framework)
- Data quality assurance plan
- Data analysis plan
- Fieldwork plan and overall timeline for the assignment
- Survey implementation
- Review and possibly integrate and adapt the baseline questionnaire
- Lead the data collection process, including hiring and training enumerators, digitalisation and testing of the final survey tool, monitoring quality of data collection, and ensuring adherence to ethical standards. Quality assurance of data collection shall include daily data review and validation checks and field supervision visits.
- Conduct key informant interviews with key stakeholders , such as DHMTs, NCD directorate staff, PEN-plus and WDF project staff to complement and triangulate quantitative data collected through the survey
- Analyse collected data using appropriate statistical methods
- Maintain regular communication with CUAMM’s M&E personnel and Project Manager, providing progress updates, addressing concerns, and ensuring alignment with expectations.
- Present preliminary findings to CUAMM management by 15th December 2026.
- Prepare and submit a comprehensive draft report detailing study findings, including recommendations for improving the NCD project based on KAP results.
- Incorporate CUAMM feedback, revise the report, and submit the final version.
Target Area for the End-line survey
The KAP survey will be administered in catchment areas of the targeted health facilities in three districts including (Western area rural, Western area urban and Pujehun District). The sample will include the catchment areas of 6 health facilities, randomly selected. The areas will balance urban, peri-urban and rural areas (4 located in Western Rural and 2 in Pujehun District). Same areas targeted in the baseline survey shall be identified.

Mandatory Experience
- Proven experience conducting complex program evaluations involving multiple stakeholders
- Experience with mixed-method evaluation approaches
- Experience working with NGOs health Systems
- Strong qualitative and quantitative research skills
- Excellent written and verbal communication in English and Krio/Mende
Technical Expertise
- Demonstrated experience evaluating development or public health programs (previous experience evaluating NCD programs will be an added advantage)
- Strong data collection, analysis and reporting skills
- Understanding of monitoring and evaluation frameworks and indicators
- Ability to produce evidence-based findings and actionable recommendations
- Robust analytical skills
- Ability to synthesize complex information
Cultural Sensitivity and Ethics
- Respect for local context and stakeholder engagement
- Adherence to ethical standards including confidentiality and informed consent
Payment condition
- The payment will be in Leone.
- 40 % on completion of the inception report,
- 30% on completion of data collection and submission of the draft report
- And 30 % on the delivery of the final report after positive feedback from the technical department
