- Background
The Rehabilitation and Development Agency (RADA) SL is a local development organisation in Sierra Leone committed to advancing inclusive development and improving the well-being of marginalised populations, including persons with disabilities.
To strengthen its impact and align with best practices in disability inclusion and community-based inclusive development (CBID), the organisation seeks technical support to:
- Mainstream disability inclusion across its programmes and operations
- Strengthen organisational systems and governance
- Undertake an organisational assessment
- Develop a new strategic plan to guide its future programming
- Purpose of the Assignment
The overall purpose of this assignment is to provide technical support to RADA SL to:
- Enhance its capacity in disability inclusion and CBID approaches
- Strengthen internal organisational systems and processes
- Conduct a comprehensive organisational assessment
- Facilitate the development of a new strategic plan
- Objectives
3.1 General Objective
To strengthen the organisation’s effectiveness, sustainability, and inclusiveness through improved systems, strategies, and programme approaches.
3.2 Specific Objectives
- To assess current organisational capacity, systems, policies and structures
- To identify gaps and opportunities in gender and disability inclusion and CBID programming
- To support organisational development and change processes
- To build staff capacity on inclusive development approaches
- To facilitate development of a realistic, inclusive, and results-based strategic plan
- To attract new donors
- Scope of Work
4.1 Organisational Assessment
The consultant will:
- Conduct a comprehensive organisational capacity assessment, including:
- Governance and leadership
- Human resource capacity
- Financial management systems
- Programme design and implementation
- Monitoring, evaluation, accountability, and learning (MEAL) systems
- Partnerships and stakeholder engagement
- Assess the extent of disability inclusion mainstreaming
- Review existing policies, strategies, and operational frameworks
- Identify organisational strengths, gaps, and priority areas for development
4.2 Disability and Gender Inclusion & CBID Strengthening
- Review ongoing programmes and assess alignment with CBID principles
- Provide recommendations to strengthen:
- Accessibility and reasonable accommodation
- Inclusive programme design and delivery
- Participation of women and persons with disabilities and OPDs
- Develop/strengthen internal guidelines on gender and disability inclusion
- Facilitate training/workshops for staff on:
- Gender andDisability inclusion
- CBID approaches
- Rights-based programming
4.3 Organisational Development and Change Process
- Design and facilitate an organisational development (OD) process
- Support leadership and staff to:
- Review organisational vision, mission, and values (if needed)
- Clarify roles and responsibilities
- Strengthen internal coordination and communication
- Provide guidance on change management, including:
- Staff engagement
- Institutional culture
- Sustainability strategies
4.4 Strategic Plan Development
- Facilitate a participatory process to develop a new strategic plan (3–5 years)
- Conduct stakeholder consultations (staff, board, partners, beneficiaries, OPDs)
- Support development of:
- Strategic priorities and objectives
- Results framework/log frame
- Key performance indicators
- Implementation plan
- Ensure the strategic plan is:
- Inclusive and gender and disability-responsive
- Aligned with national policies and frameworks
- Realistic and resource-sensitive
- Deliverables
The consultant will deliver:
- Inception Report
- Detailed methodology
- Work plan
- Tools for data collection
- Organisational Assessment Report
- Findings and analysis
- Strengths, gaps, and recommendations
- Gender and Disability Inclusion & CBID Action Plan
- Practical steps for mainstreaming inclusion
- Organisational Development Plan
- Roadmap for strengthening systems and processes
- Draft Strategic Plan
- Strategic priorities and operational framework
- Final Strategic Plan
- Revised based on stakeholder feedback
- Capacity Building Report
- Summary of trainings conducted and outcomes
- Methodology
The assignment will adopt a participatory and inclusive approach, including:
- Desk review of organisational documents
- Key informant interviews (management, staff, partners)
- Focus group discussions (including persons with disabilities)
- Workshops for validation and co-creation (physical and online)
- Stakeholder consultations (physical and online)
All processes must ensure:
- Accessibility
- Meaningful participation of persons with disabilities
- Gender sensitivity
- Duration of the Assignment
The assignment is expected to be conducted over a period of 3–6 months
- Reporting Arrangements
The consultant will report to:

Regular updates will be provided through:
- Progress meetings
- Interim reports
- Expertise and experience of the Consultant
The consultant has:
- Proven experience in organisational development and strategic planning
- Strong expertise in disability inclusion and CBID/CBR approaches
- Experience working with local NGOs in developing country contexts
- Demonstrated facilitation and participatory skills
- Knowledge of rights-based approaches and inclusion frameworks
- Ethical Considerations
- Ensure confidentiality of information
- Obtain informed consent from participants
- Promote inclusion, dignity, and respect for persons with disabilities
- Apply “Do No Harm” principles
- Budget and Logistics
- Budget to be agreed upon based on scope and duration
- The organisation will support with:
- Coordination of meetings/workshops
- Access to relevant documents
- Stakeholder engagement
