EXPRESSION OF INTEREST (EOI) FOR SUPPLIERS
Background
LƐ Wi Lan is a Sierra-Leonean led organization advancing educational transformation across the
nation. Vision: Transformed education for development in Sierra Leone. Mission: To provide
educational technical assistance, working in close partnership with government, for quality
education and inclusive growth in Sierra Leone.
LWL is governed by a dedicated Board of Directors and led by an experienced Executive Director
and leadership team, ensuring strong oversight, accountability, and sector expertise. Established
as a legacy of the successful UK FCDO funded, Mott MacDonald/Cambridge Education led
decade-long Leh Wi Lan Project, LWL is focused on further growing its national impact.
LƐ Wi Lan (LWL) is inviting eligible, qualified, and experienced suppliers, service providers, and
contractors to submit Expressions of Interest (EOIs) for inclusion in its supplier database.
LWL seeks to establish a pool of reputable vendors to provide goods and services in the
following categories:
Categories of Goods and Services
1. Vehicle and Motorcycle maintenance
2. Generator maintenance
3. Office repairs including air-conditioning, lightning systems, plumbing etc
4. Vehicle Rental Services
5. Hotel Accommodation, Hall Rental, and Catering Services
6. Security Services
7. IT Equipment, Computers, Printers and Accessories, Office Supplies, IT Support Services,
and Office Furniture
8. Printing and Photocopying Services
9. Office cleaning Services, Fumigation, and Cleaning Supplies
10. Electrical and Electronic Equipment and Services
11. Fuel Supply Services
12. Pharmaceutical Supplies – First Aid and hygiene kits
13. Tea items and General Supplies
14. Building and Construction Materials
15. Fire, Health and Safety Supplies and Services
16. Internet Service Provider
17. Professional Advisory Services -Tax adviser and audit services
18. Media Services – Photos, documentary style films, social media and website hosting
19. Insurance Services – Business travel, Workman compensation, Vehicle comprehensive
insurance etc.
20. Clearing and forwarding agent
Eligibility Requirements
Interested organisations, companies, and businesses must submit an Expression of Interest
containing the following information and supporting documents:
Tax Identification Number (TIN)
Certificate of Incorporation (for registered companies)
Certificate of Registration
Valid Tax Clearance Certificate
Valid Business Licence
Active Email Address
Contact Person
Contact Number
Business Address
At least two professional references
Evidence of Insurance Cover (where applicable)
Evaluation Process
All submitted Expressions of Interest will be assessed against the eligibility requirements outlined
above. Only shortlisted and eligible organisations/businesses will be contacted and invited to
submit detailed proposals or quotations, as applicable.
Submission of EOIs
Interested suppliers and service providers are requested to submit their Expressions of Interest
together with all required supporting documents before the specified submission deadline.
Late submissions will not be considered or entertained.
LWL reserves the right to accept or reject any Expression of Interest and is under no obligation to
provide reasons for its decision.
