General Description of GOAL’s Work in Sierra Leone
Present in Sierra Leone since 1998, GOAL SL has responded to health emergencies and natural disasters and has now moved through recovery programming to a more stable development portfolio. The SL programme aims to contribute to poverty and vulnerability reduction through the implementation of integrated, multi-sectoral interventions, with a primary focus on improving Reproductive, Maternal, Neonatal, Child and Adolescent health (RMNCAH) outcomes – specifically focusing on interventions which would reduce teenage pregnancy rates. GOAL Sierra Leone have recently completed a three-year country strategic plan, which will span 2023 to 2025 and are looking for a dynamic and effective leader with a commitment to implementing sustainable, systems-based Programme approaches to lead the country programme for this exciting period.
In addition to the health systems strengthening portfolio, GOAL is also implementing an innovative, systems-based urban sanitation project, which currently focusses on faecal sludge management (FSM) but will look to include solid waste management (SWM) in 2019 and beyond. GOAL is also working on improving rural water supply and access to sanitation products through sanitation marketing approaches in rural and peri urban areas in Kenema district. The programme works towards increased social inclusion, empowerment and decent work through systems-based programme approaches and community-led social and behavioural change initiatives.
GOAL currently operates in Western Area Urban (Freetown), Kambia, Makeni, Moyamba, and Kenema Districts, with funding from Irish Aid, Charity Water, FCDO and UNCDF.
On this note, GOAL Sierra Leone would like to invite well experienced and professional applicants for the undermentioned position:

Overall Objectives of the position:
The AC is responsible for all activities in the North and Northwest, based in Kambia (and currently operations are in Makeni District and Kabala district). This responsibility covers the operational/support functions (Human Resources, Logistics, Finance & Admin, and Security) and direct programme activities and includes coordination, programme planning and overseeing the day to-day operations of senior field staff.
To ensure good management of GOAL’s programme activities in the geographical location, the AC is responsible for ensuring that the programmes receive the maximum possible level of support from to the Operational/Support functions. This will involve ensuring:
- Proper planning by the programme departments to ensure programme implementation in accordance with the donor proposals.
- Good, timely coordination between the different programme departments and operational/ support functions.
- Fostering an understanding by all parties of the constraints faced by other departments.
- The efficient performance of the Operational/Support functions. The AC will receive support from the Systems Director and Logistics Coordinator based in FT with regular support visits to Kenema.
KEY DUTIES
- Coordination and programme planning of the GOAL teams
- Oversee day-to-day operations of senior staff
- Ensure successful implementation of the CPES transition strategy.
- Ensure roll out of the IA-PF Health and WASH programming
- Submit weekly reports and provide input for donor reports and proposals
- Coordination with the Government, Local Authorities, and NGOs
- Oversee HR issues in the field sites
- Oversee the field site finance department and ensure budget monitoring is accurate
- Implement other tasks as identified by the CD
EXTERNAL COORDINATION
- Relationships with open dialogue and mutual respect should be nurtured with all stakeholders. Meetings should include updates on the planned program direction and understanding the concerns and promoting ownership of the program by the various stakeholders.
- Liaise with partners at district and community level; attend all appropriate co-ordination meetings and share information regarding projects and security where relevant.
- Ensure good relations with local authorities.
- Liaise with Ministry representatives as the district level.
- Accompany donor representatives and other official visitors, when requested to by the GOAL Country Director, and provide information as required.
SECURITY
The AC is the Security Focal Point for their programme sites, and thus responsible for the safety of their team and always in a position to respond to a security incident. Security duties include:
Implement GOAL’s Security Guidelines and Procedures and ensure that staff are familiar with these guidelines and procedures.
- Give input into the periodic review of the site-specific security guidelines.
- Liaise with the Log Co and ACDS to ensure all office and accommodation meet basic security standards, including fire prevention, lockdown and evacuation procedures.
- Provide a security briefing to all staff/visitors arriving at the site for the first time.

- Monitor the security situation and provide regular information to the CD of any incidents, changes or adverse conditions affecting staff safety or project operations in the region.
PROGRAMS
Weekly coordination meeting with programming heads of department, combined with a robust schedule of site visits to ensure that the AC is familiar with the programme activities.
Organise quarterly review meetings to review achievements and progress. These meetings are attended by all staff both support and programmes in Kenema.
The AC must be familiar with the Donor contracts and proposals related to their programme site. They ought to be aware of the different activities and indicators contained in the proposals and on the progress made towards achieving those targets.
The AC is responsible for ensuring successful visits by programme technical staff and external evaluators. This involves receiving a ToR, and discussing the ToR upon arrival of the visitor, and facilitating the visit. The AM should meet the visitor at the end of the visit to discuss the findings of the visit and any recommendations.
LOGISTICS
Oversee the Logistics department in Kambia & Bombali districts respectively as well as the support functions for Port Loko Koinadugu, to ensure all logistical requirements are provided in a timely and cost-effective manner including:
- Manage the Kambia & Bombali Field Logistics Manager (FLM) and support the Port Loko & Koinadugu office.
- With support from the Senior Logistics Manager work with the FLM to ensure that GOAL’s logistical procedures are always adhered to, reporting any breaches to the Senior Logistics Manager/ Systems Director.
- Ensure proper assets, fleet and stock management in collaboration with the FLM, Warehouse supervisor and Freetown SLM and SCM.
HUMAN RESOURCES
The AC is responsible for ensuring that the day to day working conditions in their sites is of an acceptable standard and for overseeing HR issues in the programme sites, including:
• Implementation of the GOAL Sierra Leone HR Manual.
- Line manages all support & operational team members in Kambia District & Bombali District and also to ensure the required support to programmes in Kambia, Port Loko, Koinadugu and Bombali
- Coordinate with Country HR/Admin Coordinator on personnel issues.
- Ensure all new hires are properly authorized and contract of employment issued.
- Monitor and approve all annual leave.
- Review monthly payroll.
- Ensure GOAL’s mandatory policies are implemented.
- Ensure implementation of staff performance management system.

FINANCIAL
Oversee the Finance function in the programme sites, including the Kenema finance department:
➢ Line manages the North North west Region financial manager and the finance officers in other sites.
➢ With support from the Country FC, working with the finance manager to ensure that GOAL’S financial guidelines are adhered to at all times, reporting any breaches to the Financial Controller / CD.
➢ Monthly review of spending and forecasting.
➢ Conduct weekly cash counts.
➢ Review Cash book for reasonability of expenditure.
➢ Review financial paperwork to ensure all transactions are properly authorized and that all the required supporting documentation is on file.
➢ Coordinate with the Financial Controller and/or Internal Auditor/Donor Compliance Officer.
➢ Ensure that a robust system of controls is in place.
Requirements (Person Specification)
- Previous management experience in development programmes
- Relevant academic background (educated to degree level, preferably in a related field – either development, public policy, health related, finance or other relevant background)
- Strong track record as an ethical leader with excellent team building skills
- Excellent communication skills, collaborative approach to team communications
- Experience of government and partner liaison, with commitment to plan and establish beneficial strategic relationships.
- Experience of working in areas with notable organizational risks and managing those risks carefully.
- Experience of managing team security and safety.
- Empathetic and clear communication skills
- Capacity to encourage adaptive management of programmes, while maintaining operational standards and adherence to procedures.
- Previous experience of budget management
- Strong commitment to safeguarding and accountability
Desirable
- A solid grounding in development principles within health, WASH, inclusion and market-based programming.
- Knowledge and experience of programmes implemented using systems strengthening and/or M4P approaches
- Experience of health systems strengthening, water and sanitation programming
- Emergency response experience
