Energising Development (EnDev) improves the lives of the most vulnerable people by providing access to
energy in Africa, Asia and Latin America, ensuring that no one is left behind. Creating economic
opportunities and green jobs by building markets for modern, renewable energy is at the core of EnDev. To
protect our planet's climate, EnDev helps reduce greenhouse gas emissions. Currently, EnDev in Sierra
Leone is funded by Germany, the Netherlands, Norway and Switzerland, and co-funded by the European
Union (EU).
EnDev Sierra Leone works closely with the Ministry of Energy (MoE) to implement the program, providing
technical assistance and collaborating with the Renewable Energy Association in Sierra Leone (REASL)
and other governmental and non-governmental organizations, private institutions and companies, as well as
cooperatives and rural communities.
The European Union Delegation (EUD) and Energizing Development (EnDev) have decided to join the Lite
Salone project with an initiative developed by the Irish Embassy with its first phase to light up the Kambia

District. The project will be implemented by TroCaire on behalf of EUD and EnDev. This project will provide
electricity to approximately 11,750 people in Kambia District, of which approximately 2,100 are the poorest
of the poor, vulnerable and people with disabilities who fall under the Leave No One Behind (LNOB+)
category. The project will help increase household access to electricity in rural communities in Kambia
District.
The objective of this assignment is to ensure the safe transport, delivery, installation, and verification of all
procured Solar Home Systems in rural communities in Kambia District, in full coordination with TroCaire
and Easy Solar.
Mandatory Requirements
Upon submission of the bid, suppliers will be required to submit the following document:
– Company details including full company name, full address, phone and email.
– Copy of company registration certificate.
– Copy of valid NaSSIT Clearance Certificate.
– Copy of Valid NRA – Tax Clearance.
– Company profile including number of employees (permanent / temporary in total) and number of
professional staff qualified to perform the work (at least five (5) staffs).
– Reference of at least 2 similar supplies done in the past 2 years (full details of references including
telephone numbers and email addresses must be submitted for further verification).
– Annual total turnover for each of the last two (2) years; (2023 & 2024) with an average value of not
less than one million New Leones (1,000,000 New Leones). Should be proved through annual financial
statement.
– Evidence of experience in supplying certified Solar Home System (SHS) materials .
– Eligibility of Participants will be evaluated based on the requirement of administrative documents
above and on their technical experience (see evaluation grid below for the technical experience below):
• Experience in supplying Solar Home System (SHS) materials and installations, minimum two (2)
works in total. Project value minimum each 5.000 Euro (25%)
• At least one (1) Electrical engineer with at least 3 years working experience in the Renewable
energy sector or equivalent qualification with a project management background and demonstrated
experience in installing solar home system (30%)
• Evidence of ownership of installation equipment and logistics necessary to execute the works or
evidence of the possibility of hiring the same. (20%)
 Have certified technicians with experience installing VeraSol-certified systems (10%)

• Experience in the above listed intervention zones in Sierra Leone (10%)
 Experience of development projects (at least 50% ODA-financed) (5%)
Companies with a mark below 75% will be excluded
