BACKGROUND INFORMATION 
Title: Agro Assistant Operations Manager 

Activity: Social Microfinance 

Direct supervisor: Operations Manager 

Functional supervisor: Executive Director 

Location: Bo and/or Moyamba (Sierra Leone)

PRESENTATION  

Munafa Ltd is an established social microfinance institution in Sierra Leone, created since 2019 by the French NGO  Entrepreneurs du Monde (EdM). It aims at enabling thousands of women and men in extremely precarious  situations to improve their living conditions.  

Currently, with 3 branches around Freetown and 2 in Waterloo, 1 in Moyamba and 1 in Bo.Munafa counts 83 employees. The team consists exclusively of Sierra Leoneans and is supported on-site by one international EdM  staff, as well as remotely by other EdM units.

FUNCTIONS AND RESPONSIBILITIES
RESPONSABILITIES: 

Under the direct supervision of the Operations Manager, the Agro Assistant Operations Manager (Agro AOM): Effectively manages and coordinates the MFI operational team, supervises and monitors the daily operations  and the development of MFI activities. 

Supervises and supports Agri Workers (AW) 

Strengthens second levels of controls and compliance: ensures the management of financial services at the  branch level by following the internal controls procedures, policies, Operations manual and tools in the day  to day execution of their functions.  

Supports the development of training materials, keeping accurate inventory and the implementation of the  training plans for beneficiaries. 

Ensure the implementation of the decisions and Munafa’s strategic orientations 

The Agro AOM will be in charge of conducting his/her tasks to Bo and Moyamba branches. However, s/he may be  mobilized at any time to support the follow-up of other branches and participate in Head Office activities (Freetown)  depending on the needs. 

SPECIFIC FUNCTIONS: 

1. Monitor and Supervise Operations Management 

Ensure the proper implementation of operational procedures, processes and Munafa methodology through  regular visits on the field;

 AGRO ASSISTANT OPERATIONS MANAGER 

Regularly participate in Credit Committees Meetings across branches and conduct proper checks on all Credit  Committee Minutes before disbursements 

Participate to every Credit Committees level B for agri loan 

Support Operational team to promote Munafa services in vulnerable communities, poor areas and eventually  in building partnerships with different organizations; 

If needed, support Operational team to studies Munafa development : new rural areas, new agro products and support services; 

Actively participate in Munafa Social Performance Management; collection of accurate data regarding the  socio-economic profile of partners, partners exits and satisfaction surveys, assist in data analysis and  presentation of social results; 

Monitor and manage the quality of the agro credit portfolio and support the operational team in loan recovery  processes in case of delinquency; 

Recommend actions on agriloan management after validation with Munafa Operations Manager and EdM  Agro Technical Assistants (e.g. facilitate/limit Agri loan disbursements depending on  seasonality/environmental factors, etc.) 

Participate in trainings of trainers and ensure a qualitative facilitation of agricultural training modules  according to the training plan by the Field Officers; 

Draft the agri annual training plan to be submitted and validated with Munafa OM and EdM Agro Technical  Assistants; 

Monitor the operational indicators of the branches and ensure regular reporting; consolidate branch  manager’s biweekly reports and provide feedbacks. 

  1. Supervision and support to Agri Workers (AW) 

Ensure a good coordination and integration of the AW with the other branch staff; 

Follow their weekly planning and their weekly report; 

Ensure the application of the AW manual with regular field visits; 

Complete the monthly checklist and ensure AW achievement of objectives; 

Monitor the data quality recorded in FONIO (specific monitoring information system on agri-services), conduct  analysis and submit reports when needed. 

  1. Second Levels of Controls 

Ensure the application of Munafa’s methodology and compliance with procedures; administer checklists for  both branch and group meetings management. 

Conducting unannounced visits to branches offices, groups meetings and partners to ensure that Branch  Managers, Field Officers, and Agri Worker comply with procedures; 

Supervise group and partners creation across branches to ascertain accuracy with the methodology criteria; Ensure the implementation of branch audit and internal control recommendations; 

Monitor the cash inflow and outflow across branches. 

  1. Administrative and Human Resource Management  

Participate in the initial training of Branch Managers, Field Officers, Agri Workers and ensure their continuous  training on processes and training modules for partners; 

Communicate with EdM Agro TA for the continuous training of the Agri Workers 

Conduct Performance appraisals for Agri Workers, Field officers, Branch Managers; 

Keep accurate Stock inventory at HO and supervise branch stock management; 

Coordinate field office leave schedules and recommend the posting of Roving and Senior field officers to the  Operations Manager; 

Enforce Munafa’s code of ethics and social mission among the operational team.

PERSON SPECIFICATION 

College graduate of agriculture 

At least 2-3 years successful experience in a similar position (agri advisor, team management, data analysis,  etc.) 

Sound understanding of working with vulnerable communities 

Strong interest for social microfinance and experience in rural communities development  Team management skills and experience 

Inter-personal skills and sensitivities 

Skills in business and farm management  

Skills in facilitation techniques and training for adults would be highly valued 

Ability to work with deadlines (good prioritization and time management skills) 

Well organized and very rigorous 

Very strong taste for fieldwork  

Good English skills (fluent in speaking and writing) 

Full proficiency in the use of computers (word, excel…) 

DURATION OF THE POSITION:  

Permanent contract with 4-months’ probation period
