| Overall mission | Reporting to the Project Coordinator, the AHD counsellor is responsible for the quality and implementation of project activities aimed at improving the delivery of HIV Advanced Disease (AHD) services in Sierra Leone. S/He monitors activities on site and works closely with implementing partners. S/He identifies partners’ capacity-building needs and ensures that project activities are integrated and adopted by the service delivery packages of supported health facilities. S/He will also play an active role in the project’s monitoring and evaluation/operational research component. |
IMPLEMENTATION AND MONITORING OF THE PROJECT
1- AHD package Implementation in the project sites
- Plans and implements activities in line with Solthis standards, working closely with partners in health structures, national coordination bodies, resource persons in the Solthis Sierra Leone team and at head office, and external service providers.
- Provides expertise in the areas covered by the position (contribute to bottleneck assessment and monitoring, support quality and organizational improvements in AHD services, strengthen linkages with Civil Society Organizations (CSOs), and promote patient-centred care).
- Provides on-site training and regular mentorship.
- Participate in supportive supervision.
- Ensure adherence to protocols, data quality.
- Support proper stock management of key AHD commodities.
- Collaborate with the AHD consultant in clinical mentoring activities.
- Promotes gender-sensitive approach and respect for patients’ rights in care.
- Participates in coordination meetings related to project implementation and the AHD programme. o Strengthens community engagement by reinforcing the roles and building the capacity of PLHIV CSOs and Community Health Workers (CHWs) to support adherence, retention in care, defaulter tracing, and delivery of social support package to AHD patients.
- Operational research activities
- Contributes to the proper implementation of research procedures at participating facilities, including on-site mentorship and support to site staff.
- Supports high-quality research data collection, including CRFs/questionnaires and verification of data completeness and consistency
- Supports informed consent and participant enrolment, in collaboration with the site teams. • Contributes to research logistics, including the availability of tools, forms, and commodities

- Monitoring & Evaluation
- Contributes to routine monitoring of project implementation and supports timely reporting of activities and results.
- Contributes to data quality assurance, including completeness and consistency checks of project data collected at facility level
- Contributes to the critical analysis of project results and indicators.
- Participates in internal coordination meetings.
- Participates in internal and external project evaluations.
- Reporting
- Produces regular activity reports and submits them to the project coordinator, in accordance with agreed reporting timelines and procedures.
- Flags major discrepancies between planned targets and actual results/indicators to the project coordinator.
- Contributes to the analysis and interpretation of project results.
- Contributes to internal monthly reports (using the agreed template).
- Contributes to quarterly and annual program reviews and reporting.
KNOWLEDGE MANAGEMENT AND COMMUNICATION
- Participates in national project steering committee meetings.
- Contributes to project communication activities (visibility, dissemination of results, etc.). • Contributes to documenting and disseminating project lessons learned and best practices. • Ensures that all documents relating to activities under his/her responsibility are properly archived on SharePoint.
ADMINISTRATIVE AND FINANCIAL MONITORING
- Contributes to the budgetary management of activities under his/her responsibility. • Reports any information that may have an impact on the project budget at project meetings. • Ensures compliance with SOLTHIS and donor administrative and financial procedures within the project team
- Contributes to the application of the fraud and abuse prevention and management procedure.
SAFETY
- Contributes to the proper application of security rules implemented on the mission. • Informs the IMPAACT4HIV Project Coordinator of any political/social/humanitarian issues that may have an impact on the mission’s security management.
PAY:
- Salary: Depending on experience in a similar position, according to the SOLTHIS salary scale the expected Gross salary for the position ranges from SLE 12,000 – 13,000.

COMPETENCIES/SKILLS REQUIRED
| Education and experience | • Hold a Bachelor degree in nursing or midwifery or qualification as a Clinical Officer from recognized institution. • At least 3 years of clinical experience working in health facilities, including experience in an HIV unit. ⇨ Good knowledge of HIV context in Sierra Leone, with experience in providing HIV patient care and support. ⇨ Previous experience working with an international NGO is an asset ⇨ Experience collaborating with various institutional partners, including MOH and PLHIV/community-based organisations. |
