CALL FOR EXPRESSION OF INTEREST (EOI)

 

REOI Reference: BRAC Sierra Leone /EOI/AGRICULTURE/ LIVESTOCK/2025/001Issuance Date: 21/11/2025

 

BRAC Sierra Leone intends to support participants to procure an assortment of agriculture and livestock assets support (as per details herein) for donation and distribution to participants in various parts of the country (details will be shared at the RFQ stage). Accordingly, BRAC invites reputable and competent farm owners, crop and livestock traders to submit their Expression of Interest to participate in this forthcoming procurement for the supply of assorted Agricultural and Livestock inputs. The purpose of this Call for Expression of Interest is to identify, select and establish a shortlist of Business entities, traders and farm owners who will participate in the subsequent stages of this procurement and to whom a specific call for quotation will be sent. Vendors are encouraged to apply for partial or full lot packages depending on their capacity.

 

LOT 1:

Specifications

AGRICULTURAL ITEMS

1. Variety: Abotem OPV variety or Mandingo Maize/improved

– Minimum germination rate: 80%

-Certified or quality-declared seeds (not farmer-saved unless verified by extension services)

-Moisture content: less than 12%

-Uniform seed size; free from shriveled, broken, or insect-damaged seeds

-Disease-free (no aflatoxin contamination; free from streak virus symptoms)

-Not older than one season after harvest

–Other seed quality standards -as per National Standard set up by MAFSoA & SLARI

-Packaging: sealed, properly labeled, and traceable

2. –High-yielding, locally preferred varieties, pigment Antillais/equivalent, 

Species: Capsicum chinense

-Minimum germination rate: 80% 

-Other seed quality standards – as per the National Standard set up by the Ministry of Agriculture and Food Security (MAFS) and Central Agricultural Research Institute (SLARI).

-Packaging: sealed, properly labeled, and traceable 

-Expiry date at least one (1) year from the date of purchase.

3. Variety: Samnut 23 (improved)/Mares (local)/short-duration, drought-tolerant, high-yielding, and suitable for intercropping

-Certified or quality-declared seeds

-Minimum germination rate: 85%

-Purity: at least 98%, free from stones, husks, or foreign matter

-Moisture content: less than 10%

-Disease-free (no visible mold or bruchid infestation)

-Other seed quality standards – as per National Standard set up by MAFS & SLARI. Two seeds per pod, Seed coat colour- Creamy white, grain color-reddish pink. and free from disease.

-Packaging: moisture-proof bags with clear labeling

4.-Variety: Mathuthu/high-yielding,]locally preferred varieties

-Age of mother plant: 3–4 months=

-Stem/vine length: 25–30 cm with 5–7 nodes 

-Free from pests and diseases (e.g., cassava mosaic virus, cassava brown streak, sweet potato weevil)

-Fresh and green; not dried or wilted

-At least 2–3 nodes should be below the soil when planted

-From high-yielding, locally preferred varieties

5. Variety: Marketer/improved high-yielding variety

-Minimum germination rate: 80%

-Other seed quality standards – as per National Standard set up by MAFS & SLARI.

-Packaging: sealed, properly labeled, and traceable

-Expiry date at least one (1) year from the date of purchase.

6. -Variety: Gombo Hire/Clemson Spineless/improved high-yielding variety

-Minimum germination rate: 80%

7. -Variety: K-K Cross/Supper Crop/improved high-yielding variety

8. -Variety: Jakato (botanical name-Solanum aethiopicum) /improved high-yielding variety

-Minimum germination rate: 80%

-Expiry date at least one (1) year from the date of purchase.

9. -Variety: Gboma (botanical name-Solanum macrocarpon), a native variety with broad leaves and long purple and black beauty type fruits//Gilo, Shum, and Kumba/improved high-yielding variety

-Minimum germination rate: 80%

-Other seed quality standards – as per National Standard set up by MAFS & SLARI.

-Packaging: sealed, properly labeled, and traceable

  • Active and alert, free from external parasites
  • No discharge from eyes or beak
  • Clean, well-kept feathers

Note: Supplier to ensure vaccination before distribution. If local chickens are preferred, the supplier should buy from known breeder farms that BRAC shall first verify before delivery.

Content of EOI The EOI submission should include the following information (as a minimum): 

  • Certified Certificate of Incorporation or Registration with the appropriate recognized authority
  • Valid City Council Trading Permit/Licence.
  • Certificate of Registration from SleSCA.
  • Certificate of TIN Number Registration from NRA
  • Proof of experience of running an Agro-based business that deals in and supplies the required items. (Proof of experience, reference letters, completion of work certificate.
  • Ability to comply with regulatory requirements, including but not limited to, health certificate from district of origin, PPR vaccination, movement permit, among others.
  • Contact information: full name and address, telephone number, e-mail address, of the key contact person. 
  • Declaration that company observes ethical practices, human rights, labour standards, environment, and anti-corruption practices.

Note: The bidder is free to add and include any other information or documentation not mentioned here but deemed relevant for supporting the submission. Prices are not expected at this stage and therefore no quotation or price advice should be included. 

Assessment and selection of successful biddersBRAC shall conduct a comprehensive assessment of the received bids to establish responsiveness and qualification of the bidder. This assessment shall place emphasis on the legality or compliance to regulatory requirements, expertise, experience and financial status of the bidder.  A due diligence shall also be carried out to confirm authenticity of the information and documents submitted by the bidder, as well as physical existence of the farm and/or trading outlet.

Bidders whose bids and due diligence satisfies the selection criteria shall be short-listed and invited to submit Quotations for the various supplies.

Deadline for accepting requests for clarificationAny Request for clarification must be sent before or not later 3rd December 2025 @ 2:00 PM.  BRAC will endeavor to respond to any and all requests for clarification within 24 hours from receipt of the same. Requests submitted after the deadline stated above shall not be honored and BRAC shall not accept any liability whatsoever arising as a result of requests for clarification submitted after the expiry of the deadline stated herein.

FeedbackIn the event that you don’t receive any request for additional information, notice of conducting due diligence or Request for Quotation, within 60 days from the deadline of submission of EOI, please consider your submission unsuccessful.  No separate communication to this effect will be made
Conditions for this Call for Expression of Interest This Call for Expression of Interest does not constitute a solicitation. BRAC reserves the right to change or cancel the requirement at any time during the EOI and/or subsequent solicitation process. BRAC also reserves the right to require compliance with additional conditions as and when issuing the final solicitation documents. Submitting an EOI does not constitute or promise to constitute an automatic enlistment for participation in the subsequent procurement processes, as the final enlistment shall depend on the outcome of an evaluation conducted and sanctioned by the Procurement Committee. Eventual Invitations to bid or Requests for Quotations and any subsequent purchase order or contract will be issued to only short-listed bidders in accordance with the procurement rules and procedures of BRAC.  

BRAC is not under any obligation to short-list any or all of the bidders, but only such bidders whose submissions are assessed as responsive by the Procurement Committee.

Accordingly, by submitting your expression of interest, you impliedly accept to abide by the conditions and terms stated herein.
