Hiring of Consultant(s) to Strengthen TENN’s Internal Systems and Organizational Capacity through

Targeted Trainings and Framework Development.

Funding Source: Organizational Development Fund (ODF) – Organizational Capacity Elements (OCEs)
(Supported by GOAL Global in partnership with GOAL Sierra Leone and TENN)

Type of Contract: Short-term Consultancy

About TENN:
The Energy Nexus Network (TENN) is a regional knowledge and facilitation hub that advances
decentralized renewable energy (DRE) solutions as a catalyst for achieving sustainable development
outcomes. TENN works as an ecosystem aggregator, implementation partner, and learning platform to
scale inclusive, resilient, and market-based energy solutions that improve lives and livelihoods,
particularly for women and underserved communities.
TENN operates across program implementation, partnerships, policy engagement, capacity building, and
ecosystem development, with a strong emphasis on accountability, innovation, and sustainability.

2. Scope of Operations
TENN’s operations span:
 Decentralized renewable energy systems and productive use of energy
 Livelihood innovation and women-led microbusiness development
 Partnerships and ecosystem coordination
 Capacity building and knowledge management
 Monitoring, evaluation, learning, and adaptive management

As the organization grows, strengthening internal systems, staff competencies, and institutional processes
is essential to sustain impact and donor compliance.

3. Background
With support from the Organizational Development Fund (ODF) provided by GOAL Global, TENN
seeks to engage qualified consultant(s) to support organizational capacity strengthening across priority
Organizational Capacity Elements (OCEs).
The consultancy will focus on developing institutional frameworks, systems, and tools, while delivering
targeted trainings and workshops that enable TENN staff to effectively plan, implement, monitor, and
improve organizational performance. The assignment combines diagnostic assessment, framework
development, capacity building, and practical implementation planning.

4. Technical Details / Scope of Work
The consultant(s) will be responsible for the following tasks:
1. Conduct a rapid organizational capacity assessment aligned with TENN’s OCE priorities.
2. Develop and/or refine institutional plan, frameworks, policies, and tools in the following areas:
o Stakeholder engagement and accountability
o Monitoring, Evaluation, and Reporting (MER)
o Strategic planning and implementation
o Fundraising and resource mobilization
o Risk management policy and framework
o Standard procurement procedures
o IT infrastructure, data security, and backup protocols
o Staff performance evaluation systems
o Partnership development, advocacy, and organizational visibility
3. Design and deliver interactive trainings and workshops for TENN staff.
4. Facilitate strategic planning and action planning sessions.
5. Support the development of practical implementation and tracking mechanisms to ensure
institutional uptake of new systems.

5. Deliverables
The expected deliverables include, but are not limited to:
 Organizational Capacity Assessment Report
 Developed or updated frameworks and policies for all assigned OCE areas
 A validated Strategic Plan or Strategic Planning Report (as applicable)
 Comprehensive Fundraising and Resource Mobilization Strategy
 Training curricula, materials, and facilitation guides
 Training completion report, including attendance and evaluation results
 Organizational action plan with monitoring and tracking tools

6. Qualifications and Experience
The consultant(s) or consulting firm must demonstrate:
 At least 5 years of proven experience in organizational development, institutional
strengthening, or capacity building
 Strong expertise in at least 4 of the following areas:
o Stakeholder engagement and accountability
o Monitoring and Evaluation systems
o Strategic planning
o Fundraising and resource mobilization
o Risk management
o Procurement systems
o IT systems and data security
o Performance management systems
o Partnership development, advocacy, and organizational visibility
 Demonstrated experience working with NGOs, donor-funded projects, or development
organizations
 Proven facilitation and adult-learning training skills
 Familiarity with GOAL, INGO, or donor compliance frameworks is an added advantage.
