CAR RENTAL SERVICES PROVISION
- Introduction
World Vision International Sierra Leone (WVISL) is implementing Global Fund–supported programs that require reliable transportation to support program delivery, supervision, monitoring, and coordination across project locations.
WVISL invites sealed quotations from eligible and qualified car rental service providers to enter into a 12-month Framework Agreement for the provision of car rental services on an as-needed basis. This RFQ does not constitute a commitment to purchase a minimum quantity of services.
- Scope of Services
The successful bidder(s) will provide vehicle rental services including:
- Rental of vehicles with or without drivers
- Short-term and long-term vehicle hire
- Vehicles for:
- Program implementation and field activities
- Monitoring, supervision, and reporting
- Meetings, workshops, and official travel
- Replacement vehicles in case of breakdown or accident
- Emergency or standby services when required
- Vehicle Requirements
The service provider should have capacity to supply:
- Saloon vehicles
- 4×4 vehicles (SUVs / double-cab pickups)
- Minibuses (when required)
All vehicles must:
- Be roadworthy and well maintained
- Have valid registration, insurance, and roadworthiness certificates
- Be fitted with seatbelts and basic safety equipment
- Duration of the Framework Agreement
The framework agreement shall be valid for twelve (12) months from the date of signing, subject to satisfactory performance and availability of funds.
- Service Standards
The service provider must ensure:
- Timely availability of vehicles upon request
- Clean and mechanically sound vehicles
- Licensed, experienced, and professional drivers
- Compliance with national traffic and road safety regulations
- Availability of a focal person for coordination and emergencies
- Responsibilities of World Vision International Sierra Leone
World Vison International Sierra Leone will:
- Submit transport requests and travel schedules
- Ensure vehicles are used strictly for official purposes
- Verify and approve invoices
- Make payments in line with agreed terms and procedures
- Pricing and Payment
- Vendors must submit fixed unit rates (daily, per trip, per vehicle and per location)
- Rates shall remain valid for the duration of the framework agreement
- Payment will be made upon submission of approved invoices and supporting documentation

- Eligibility and Documentation
Interested vendors must submit:
- Profile of the company
- Certificate of business registration
- Valid NRA tax clearance certificate
- Valid NASSIT Clearance Certificate
- Proof of vehicle ownership or legal leasing arrangements
- Audited financial statements for last two years ( 2024 and 2025)
- Evidence of experience in car rental services
- Evaluation Criteria
Quotations will be evaluated based on:
- Compliance with RFQ requirements
- Vehicle availability and condition
- Vendor experience and capacity
- Cost competitiveness
Requirements
- Summit a quotation covering all vehicles and location as provided above “Price schedule”
- Submit all above required documentation
