Recruitment of Consultant Civil Engineer

Position: Consultant  (1)  – Civil Engineer    

Assignment: Monitoring and supervising ongoing civil works

Service duration: 45 days

Release day: 23th March 2026 

Application Deadline: 6th April 2026. 

WVISL, as PR2 under the Global Fund Grant Cycle 7, is working with the Ministry of Health through the National Leprosy and TB control Program and the Hospital Management and Ambulance services in select CHCs, including regional and reference laboratories, to upgrade their infrastructure to support service expansion, including TB. These facilities have been assessed and are at different stages of renovation.

WVISL is seeking the services of a civil engineer capable of developing and interpreting a Bill of Quantities (BoQ), supervising ongoing civil works, and directing frontline personnel/masons/artisans to carry out repairs at the site level.

The duration of the service is 45 days  

The remuneration is competitive based on years of professional experience.      

The assignment will require significant travel across the districts of Sierra Leone 

DSA will be provided during travels across Sierra Leone  

The consultant is expected to report to the WVISL office in Freetown at least three times a week to provide an update on the progress of work 

Scope of Work 

  1. Assessment and provide a cost estimate to finalize civil works in two CHC Kono and 1 CHC in Tonkolili 
  2. Deploy and monitor the frontline masons and other categories of artisans to complete civil works in the above health facilities assessed 
  3.  Conduct visits across 7 CHCs in Freetown (2), Kambia (2) and Pujehun (3) using the developed BoQ to certify completion of renovation/upgrade in these locations
  4. Conduct regional monitoring of ongoing three laboratory expansion works using the developed BoQ to validate completion of the assignment 
  1. Collaborate with the contracted firm to assess and refine the implementation plan for expanding the national reference laboratory at Lakka.
  1. Provide on-the-job daily technical support to the contracted firms to carry out implementation according to plan and complete the renovation work for the reference laboratory. 

Output

  1. Completed and provide reports on 9 CHCs across Kambia, Freetown, Kono, Tonkolili and Pujehun
  2. Completed and provided reports on three regional laboratories in Port Loko, Bo, and Kenema
  3. Completed and provide report on the expansion of the national reference laboratory in Lakka  

Qualification 

  1. Civil/Building engineer with a minimum of 7 years post qualifications from a recognized institution 
  2. An architect with significant building experience can be considered 
  3. Must be a member of the professional bodies of engineering and duly registered in Sierra Leone 
  4. Additional engineering certification, including project management, will be an added advantage
  5. Proficiency in the use of Engineering software, Microsoft Word, PowerPoint, and Excel is required   

Requirements

Develop and submit a technical proposal, including a work plan on how to accomplish the above task

Submit a separate financial proposal as compensation for the assigned task 

Provide two credible references that can be contacted 

Provide 10 samples of completed works in Sierra Leone, including locations
