We are currently seeking a Country People & Culture (P&C) Manager in Sierra Leone. The Country P&C Manager leads the delivery of HR services in-country,  ensuring alignment with Helen Keller’s global People & Culture strategy while addressing  local operational and legal requirements. This role ensures consistent implementation of  global initiatives, maintains compliance with labor laws, and fosters a positive, inclusive,  and high-performing workplace culture. The position serves as a trusted advisor to  country leadership on all people-related matters, combining strategic input with hands-on  HR service delivery. 

Functional Relationships 

The Country P&C Manager works closely with: 

  1. Country Director and Senior Management Team (SMT). 
  2. Regional and Global P&C leadership, including the Director, People Strategic  Delivery & Partnership. 
  3. Centers of Expertise (Total Rewards, Learning & Development, Employee  Engagement). 
  4. External partners such as labor law advisors, HR service providers, and  

recruitment agencies. 

Direct Reports: Country P&C staff, HR officers, or focal points (if applicable).

Key Responsibilities 

Employee Experience  

Implementation 

  1. Localize and implement  Employee Experience initiatives  across the talent lifecycle,  

ensuring cultural relevance and  global consistency. 

  1. Act as Practice Lead for assigned  strategic initiatives in partnership  with Strategic Initiative Owners. 
  2. Achieve targeted satisfaction  levels (≥85%) in onboarding,  

performance, and engagement  survey areas. 

  1. Facilitate feedback loops through  surveys, focus groups, and  

listening sessions to adapt  

initiatives to local needs. 

P&C Service Delivery Excellence 1. Deliver core P&C services  (recruitment, onboarding,  

employee relations, payroll  

liaison, exits) in accordance with  global Service Level Agreements. 2. Monitor service quality indicators,  ensuring timely resolution of HR  queries and accurate payroll  

processing. 

  1. Serve as the primary liaison with  the Center of Employee  

Experience for local alignment. 

Talent & Leadership Development 1. Support leadership development  programs by facilitating  

nominations and coaching  

participants. 

  1. Implement development plans for  high-potential staff, focusing on  equity and inclusion. 
  2. Track participation and impact of  learning programs to ensure  

accessibility and fairness. 

HRMS & Data Utilization 

  1. Drive adoption of the HRMS at  the country level, providing  

training and support. 

  1. Maintain high-quality HR data  and use analytics (turnover,  

retention, compensation trends)  to inform leadership decisions. 3. Submit monthly P&C  

performance and data insight  

reports to the P&C Strategy  

Delivery & Partnership Lead. 

Compensation, Benefits &  

Compliance 

  1. Support implementation of global  compensation and grading  

frameworks, ensuring local  

alignment and compliance. 

  1. Maintain up-to-date and legally  compliant job descriptions. 
  2. Conduct compliance audits and  escalate risks to regional/global  P&C. 

Engagement & Culture Stewardship 1. Act as a cultural ambassador,  promoting Helen Keller’s values,  fairness, and belonging. 

  1. Lead staff engagement activities  and follow up on action plans  

from feedback mechanisms. 

  1. Coordinate wellness and  recognition initiatives adapted to  local contexts. 

Strategic Partner to Leadership 1. Advise country leadership on  workforce planning,  

organizational design, and talent  strategy.

Required Qualifications & Competencies 

Requirements: 

  1. Bachelor’s degree in Human Resources, Organizational Development, Business  Administration, or related field (Master’s preferred). 
  2. Minimum 5–7 years’ HR experience, with at least 3 years in a managerial role,  preferably in an INGO or multi-country organization. 
  3. Knowledge of local labor laws and HR best practices. 
  4. Strong skills in employee relations, performance management, and organizational  development. 
  5. Experience using HRIS systems and HR data analytics. 
  6. Excellent interpersonal, communication, and cultural competency skills. 7. Fluency in English; knowledge of local language required; French or other regional  language is an asset. 
  7. Ability to manage multiple priorities and meet deadlines.
