CONTEXT AND PROJECTS OF GERES IN SIERRA LEONE
In West Africa, Geresimplements projects in Benin, Togo, Mali, Senegal (through a partnership), and more recently, in Sierra Leone. In Mali, Geres developed a model of Energy Business Areas (EBAs), which the organization now aims to adapt and replicate in the Sierra Leonean context. Indeed, Sierra Leone is a new country of intervention for Geres, with activities started in April 2025. The initial project, funded by the French Development Agency (AFD), will run for four years and aims to provide clean energy through solar mini-grids to productive users in rural areas. The goal is to boost productivity and ultimately increase incomes, while reducing environmental and climate impacts through solar energy. The project specifically targets women and farmers involved in agricultural processing, who will also benefit from a tailored business support package to help them manage and grow their enterprises.
Over the course of the project, Geres plans to establish three Energy Business Areas (EBAs), provide technical assistance to national mini-grid operators, and support a total of 75 entrepreneurs—both within the EBAs and through individual solar kits. Beyond individual benefits, EBAs aim to introduce new quality services in underserved rural communities, driving local economic development.
For this first project, the Geres team in Sierra Leone is expected to grow to around 20 staff members. While the national office will be based in Freetown, the majority of activities will take place in rural areas across the country.
MISSION AND OBJECTIVES OF THE POSITION
The main mission of the Deputy Finance, Admin & HR (FAH) Manager at Geres Sierra Leone is to assist the Operations Support Manager in carrying out financial, administrative, and human resources duties. In compliance with internal procedures and applicable accounting, tax, and labor regulations, the Deputy FAH Manager helps ensure the timely and accurate production of reliable, high-quality accounting records through daily operations.

He/She supervises and ensures the proper application of financial, administrative, and legal procedures, as well as HR policies and processes.
Implements the rules, guidelines and procedure of the West African process manual related to the his/her position.
LOCATION
The Deputy FAH Manager is based in Freetown, at the Geres offices. He/She may be required to carry out field visits within the project intervention zones.
HIERARCHICAL AND FUNCTIONAL LINKS
Direct supervisor: Operations Support Manager (OS Manager), or the Country Representative in the OS Manager absence.
Direct supervision: Cashier & Secretary
Functional link: Deputy Logistics Manager, Deputy Thematic Managers
JOB RESPONSIBILITIES AND ACTIVITIES
- Finance & Accounting
Manage and train the Cashier & Secretary and supervise his/her work;
Supervise supplier payments, invoice verification, and complaint management; Carrie out the daily entry and reconciliation of accounting records, check the compliance of supporting documents, reconcile accounts, and analyse account balances;
Can identify errors and ensure they are corrected;
Organize and archive monthly accounting (supporting documents, service contracts, etc.) and ensures the reliability of the data and documents;
Prepare employee pay slips;
Calculate, prepare and submit mandatory monthly payroll deductions, withholding tax and social declarations to NRA and NASSIT, including via the NRA ITAS platform;
Use the online bank platform for NRA, NASSIT and suppliers’ payments. Is one of the focal persons between the Geres and its bank;
Perform payments and follow-up from the ITAS platform. The Deputy FAH Manager is the focal person for the relationships between Geres and NRA;
Provide accounting information and documentation for budget follow-ups, donor reports, funding requests, or new projects;
Participate in the planning and execution of account closures;
Monitor national accounting and tax legislation.

Procurements procedures:
Prepare or review documents and evaluate quotes between €1,000–€10,000 (for works) or up to €15,000 (for other purchases);
Support and advise the team in applying procurement procedures;
Conduct a preliminary review of Tenders files;
Conduct a preliminary review of evaluation reports for Call for Tender submissions; Conduct a preliminary review of Tenders’ contracts;
Ensure compliance with the screening procedure.
ADMINISTRATION :
Ensure proper management and monitoring of contracts, agreements, and administrative documents (leases, insurance, telecoms, internet, etc.), and maintains the register of service contracts in Freetown; supervises the same in other offices (if any) in coordination with the OS Manager;
Support the OS Manager with the registrations to MoPED, SLANGO and various District Councils.
Ensure the team is supplied with required administrative templates and documents; Supervise or perform administrative and accounting photocopies and scanning tasks;
HUMAN RESOURCES :
Provide onboarding and training for new staff on Geres procedures;
Prepare contract of employments and ensure a good HR master files follow-up with accurate information for each employee;
Supervise the management and update of employees’ files as well as their backup in hardcopy and softcopy;
Monitor working hours, staff registry, leave requests, and absences with the support of the Cashier & Secretary;
Oversee warnings and disciplinary procedures with the support of the OS Manager; Manage recruitment formalities with the OS Manager;
Serve as the focal contact for NASSIT and Insurances schemes;
Inform the management and take part of the eventual revision of the Collective Agreement and the internal Terms and Conditions articles;
Responsible of all the expatriates’ procedures of Landing VISA, Working Permit, and Residential Permit etc.
GENERAL COMPLIANCE WITH PROCEDURES AND REGULATIONS :
Contribute to actions ensuring Geres Sierra Leone’s compliance with Sierra Leonean law within his/her scope of responsibility and manages relations with administrative authorities, particularly social security and tax bodies;
Ensure compliance with donor and internal procedures in all assigned tasks and supports Geres Sierra Leone staff in their implementation;
Communicate on administrative and financial procedures, policies, and tools, ensuring alignment with Geres Sierra Leone documentation;
Participate in the administrative and accounting capacity-building of project implementation partners (if Geres Sierra Leone implements partnerships along the project).
The Deputy FAH Manager may also perform any other tasks related to their skills as assigned by their supervisor.
CANDIDATE PROFILE
EDUCATION / EXPERIENCE:
Master’s degree (BAC+4) in accounting, business management, or a related field; Minimum of 3 years of significant professional experience in a similar position; Prior experience working with an international NGO or an audit/accounting firm is preferred.
SKILLS AND COMPETENCIES:
Proficiency in general and analytical accounting;
Solid knowledge of document retention regulations;
Good understanding of social and tax regulations;
Advanced command of MS Office tools (Excel, Word, email, etc.);
Excellent written and spoken English;
Discretion and respect for confidentiality;
Ability to communicate financial/administrative information clearly, concisely, and pedagogically;
Strong sense of responsibility, organization, and autonomy;
Ability to meet deadlines and work under pressure;
Strong analytical, logical, and pedagogical skills;

CONDITIONS AND APPLICATION
Status: Sierra Leonese fixed-term contract;
Remuneration: Category F1 or F2 on internal Geres Sierra Leone salary grid, depending on profile;
Contract duration: 12 months (renewable subject to satisfactory results);
Desired starting date: 18th of August 2025
