General Description of GOAL’s Work in Sierra Leone 

GOAL has been present in Sierra Leone since 1999, with an overall aim to contribute to poverty and vulnerability reduction through the implementation of integrated, multi-sectoral interventions, with a primary focus on improving Reproductive, Maternal, Neonatal, Child and Adolescent health (RMNCAH) specifically addressing teenage pregnancy. GOAL is also improving rural water supply, urban WASH focusing on faecal sludge management and promoting social inclusion, empowerment, and the promotion of decent work through system-based programme approaches and community led social and behavioural change. GOAL currently operates in Western Area Urban (Freetown), Kambia, Bombali, Moyamba Kenema and Kono Districts, with funding from Irish Aid, Charity: Water, FCDO – WASH Systems for Health, Community Foundation of Ireland (CFI), Jersey Overseas Aid (JOA) and Trust Foundations

General Description of the Programme

GOAL is working with the stakeholders and is focuse on supporting the DHMTs and Freetown City Council, Water directorate  in planning and management to improve reproductive Health and Health outcomes. GOAL Sierra Leone is delivering programmes in the above districts particularly in WASH, Adolescent sexual reproductive health, health system strengthening and inclusion.  In Freetown and Kenema, GOAL implements WASH programming (FSM project utilising the systems approach in Freetown funded under Irish Aid, FCDO and rural WASH with a focus on sanitation marketing, water points sustainability in Kenema funded under CW and Irish Aid).  

In Kenema, Kambia, Bombali, Moyamba and Western Area Urban. GOAL is implementing health system strengthening including clinical mentorship and rural WASH programme in collaboration with the District Councils, DHMTs, Water Directorate and community stakeholders.   

 

Overview of the role

Across GOAL operational districts, the Field Enumerator’s will work closely with the MEAL and Programme team to collect assessment/survey datasets as and when the need arises in the above-mentioned districts and is not a full-time role or engagement. But to reduce associated time in repeatedly recruiting new enumerators yearly across the geographical districts.

 

Main Responsibilities

  • Collect data as per programme requirements from assigned/sampled community/location in project operational district.
  • Conduct interviews and record data based on the developed and digitalized questionnaire deployed in Android devices.
  • Ensure that responses gathered from respondents are accurately recorded and submitted digital application. 
  • Ensure all information collected from the field are realistic and directly reflects the views of the respondents.
  • Fully participate in the enumerators training upon request and any other exercises regarding assessment/survey data collection 
  • Ensure all completed consent forms and field log sheets are assembled and immediately submitted to the MEAL team upon completion of the respective assessment/survey exercise. 
  • Any other duties and tasks as shall be assigned.

 

Safeguarding 

  • Maintain a safe working environment for all other enumerators, GOAL staff and community respondents.
  • Ensure risk mitigation measures are adhered to at the training venue, during the data collection and throughout enumerators engagement period.
  • Ensure Enumerators/beneficiaries fully understand Safeguarding reporting procedures.
  • Ensure Safeguarding measures are implemented within areas of responsibilities
  • Ensure do-no-harm to children and vulnerable adults we meet.
  • Follow-up, and report, Safeguarding issues appropriately.

 

Requirements (Person Specification)

  • Ability to do digital data gathering using Android devices, proficiency in using CommCare, mWater, Kobo Collect applications; proficiency in verbal and written English; strong belief in teamwork, sound judgment, ability to interact and work effectively with others at all levels. 
  • Good communicator, flexible and capable of working in remote communities across GOAL operational districts with programme participants; attention to detail, ability to work to deadlines and above all must demonstrate high-level integrity and honesty. 
  • Be an attendant to confidentiality, accountability, excellence, adaptability, coaching, and organizer.

 

Essential

  • Completion of West Africa Senior School Certificate Examination WASSCE, Diploma, Certificate, Degree, or its equivalent will be an added advantage; and with a minimum of 2 years’ experience in field data gathering work with national or an international NGO using a digital system. 

 

Desirable

  • Maintains focus and remains optimistic and professional even under stressful, or difficult situations engagement period
